About this file

This Statement of Work (SOW) details a comprehensive HVAC duct cleaning project for the Ryan Center's Building 10, managed by the 700th Air Support Squadron. The contractor will clean three Air Handler Units, supply vents, and plenum return grills, following National Air Duct Cleaners Association (NADCA) standards, with work to be performed by Air Systems Cleaning Specialists (ASCS) certified personnel. Key tasks include a pre-cleaning inspection within 30 days of award, site preparation with protective barriers, source-removal cleaning of ductwork using HEPA-filtered vacuums and mechanical agitation techniques, and system restoration with a final project report due within 120 days of award.

The project requires U.S. Persons with Air Force base access, with work performed at 22 Rickenbacker Road in Hampton, VA during normal working hours (0730-1630) and after-hours (1630-0400). Performance will minimize disruption to facility operations and accommodate the center's dynamic missions. Security protocols include individual background information collection and facility escort requirements. The cleaning is necessitated by laboratory testing revealing continuous debris collection in the ventilation system, with the objective of providing clean, conditioned air free from harmful allergens and maintaining the facility's ongoing operational capabilities.

Statement of Work (SOW) Ryan Center/Bldg.10 HVAC Duct Cleaning

1. Background The 700th Air Support Squadron (700 ASUS), in support of the Ryan Center’s continued operations and multi-organizational mission set, is in need of an all emcompassing Heating, Ventilation, and Air Conditioning (HVAC) duct system cleaning to be completed by National Air Duct Cleaners Association (NADCA) certified air systems cleaning specialists.

The facility has undergone sampling and laboratory testing of debris that continuously collects and falls from the ventilation system, and the results of this testing make it clear that a full-system cleaning is necessary to protect the facility’s ongoing missions as well as overall well being of it’s occupants. Facility as-builts and mechanical drawings can be provided in-person upon request from the facility management team.

2. Objective The contractor shall provide a visually clean HVAC system, eliminating the production and disseminates debris upon use. After contract completion, the system shall operate without issue, providing clean, conditioned air that is free from harmful allergens and debris.

3. Scope The contractor shall provide a structured approach to complete the HVAC system cleaning of three (3) Air Handler Units (AHUs), Supply vents, and Plenum Return Grills in the Ryan Center. The cleaning process shall conform to NADCA standards, ensuring no modifications or deviations occur, and be completed by personnel with Air Systems Cleaning Specialists (ASCS) certification.

4. Tasks Dates below are assumed/estimated; final schedule and timeline shall be agreed upon with close coordination with facility management staff and the Contracting Officer.

Task Work Milestones Completion Date

4.1 Pre-cleaning inspection and documentation Within 30 days of award 4.2,4.2.1 Site cleaning and duct system cleaning To be determined

4.3 System restoration and post-cleaning repor, w/photos Within 120 days of award

4.1 Pre-Cleaning Inspection and Documentation

The contractor shall conduct a thorough visual inspection of all HVAC components, including air handlers, diffusers, and duct systems before cleaning and document the condition of all components, to include pre- and post-cleaning photographs. Any damaged components shall be documented and brought to the attention of the Contracting Officer (CO) and facility management (FM) staff. Performance shall start within one week of contract award and be completed within 30 days.

4.2 Site Preparation

The contractor shall establish a comprehensive site preparation plan with facility managers to ensure all work areas are adequately protected with poly sheeting and barriers to prevent dust migration. Protective barriers will include temporary walls or tarping to isolate the work areas effectively. Site preparation requires cooridination with facility and security management and shall include at a minimum:

• Secure Access to All Work Areas

• Set Up Site-Specific Safety Zones (barricades, signage)

• Protect Building Assets & Sensitive Equipment

• Stage Tools & Heavy Equipment

• Isolate HVAC Systems (phased shutdown for specific zones)

• Access Ductwork (create/identify access points)

• Connect Negative Air Machines (zoning)

4.2.1 Duct System Cleaning Execution

The contractor shall use source-removal cleaning methods to ensure that all visible contaminants are effectively extracted from within the HVAC system, and both supply and return ductwork. Insulation within ducts that is damaged or contaminated beyond cleaning must be reported to the CO and FM. It is assumed that all ducts are not interior lined. If temporary service openings are needed to facilitate cleaning, all openings shall be sealed appropriately per NADCA standards and coordinated with facility and security management before and after. AHUs, blowers, and exhaust fans shall be thoroughly cleaned. This includes internal surfaces, fan blades, scrolls, plenums, dampers, coils, and condensate drain pans to ensure optimal performance. This process shall include:

• Using HEPA-filtered vacuum devices to maintain negative pressure during cleaning.

• Mechanically agitating debris with rotary brushes and pneumatic tools to ensur complete removal.

• Cleaning coils and drain pans with mechanical methods followed by thorough rinsing to remove residues.

• Removing registers, diffusers, and air intakes for deep cleaning before securely reinstalling them.

• Cleaning both supply and return ductwork comprehensively, addressing hard-to-reach areas with damp cloths or specialized cleaning solutions as necessary.

4.3 System Restoration and Post-Cleaning Reporting

Upon project completion, it is expected that the HVAC system will be fully restored to the same standard of mechanical operation as prior to contract start. System restoration and post cleaning reporting is due within 120 of award and shall include:

• Seal & Insulate All Access Points

• Reinstall Diffusers & Grilles

• Final Visual Inspection of Ductwork (including photographs)

• Remove All Equipment & Clean Work Areas

• Restore Power to HVAC Systems & Test Functionality

• Facility Management Site Inspection & Final Sign-off

• Provide Final Project Report

5. Security Due to the sensitivity of the work environment, all personnel shall be U.S. Persons with the ability to obtain U.S. Air Force base access. The Ryan Center Security and Facility Management team will be responsible for escorting personnel throughout the facility.

Along with the requested information below, each individual will require a government issued ID (Driver’s License) for facility access badge issuance. Requested information may include:

• Full name (Last, First, MI)

• Date of birth (year, mo, day)

• Country of birth

• Driver’s License (DL) number and state of issue

6. Place of Performance All performance shall take place at Bldg.10/Ryan Center, 22 Rickenbacker Road, Hampton, VA 23665.

7. Contractor Performance Performance will include both normal working hours of 0730-1630, and after hours, between 1630 and 0400. Close coordination with the facility and security managers is required to ensure all government-provided support (i.e. contracted HVAC technician assistance) can be obtained as needed and alignment with scheduling and operational needs. Minimal disruption to facility operations is required throughout is desired.

The extended time allotted between completion of task 4.1 and contract completion is to allow coordination with the facility’s dynamic missions.
