About this opportunity
The Department of the Air Force Materiel Command Test Center seeks whitepapers to design, fabricate, install, and functionally verify modernization of Test Site 2 (TS2) at the Aerospace Vehicle Survivability Facility (AVSF) at Wright-Patterson Air Force Base, Ohio, with submissions due November 16, 2026. This procurement is issued under 10 U.S.C. § 4022 Other Transaction Authority (OTA) and is distributed to AEDC Velocity Alliance Consortium Performers and Industry Partners; no set-aside applies. Eligibility requires that performers satisfy at least one criterion under 10 U.S.C. § 4022(d) regarding nontraditional defense contractors, small businesses, non-federal cost-sharing, or exceptional circumstances.
Place of performance is Wright-Patterson Air Force Base, Ohio. The project modernizes an existing 20' × 20' test area into a freestanding 24' width × 50' length × 50' height steel superstructure with a ground-level test area and an elevated 20' platform rated for 100,000 pounds capacity. Deliverables include an integrated 25-ton certified bridge crane with approximately 20' hook clearance, a 5-ton monorail, concrete and steel deck roof, a steel fuel catch pan holding up to 1,000 gallons, a 6,000-gallon fuel recovery tank, and a portable pump system transferring fuel at a minimum rate of 180 gallons per minute. The design must comply with CMAA, OSHA, ASME, AISC, and ACI standards; accommodate Jet-A, JP-8, and military aviation fuels; meet EPA and environmental regulations; and minimize disruption to adjacent operations. The program spans 12 milestones, with 10 base milestones and 2 unfunded options. Whitepapers limited to 15 pages must include a Rough Order of Magnitude cost estimate and detailed execution schedule for base milestones; evaluation weighs Technical Capability and Approach, Schedule and Risk Management, and Cost and Price Realism equally. NAICS 236220, PSC Y1JZ. Points of contact: Haley Smith (haley.smith.10@us.af.mil) and Bailey Deason (bailey.deason@us.af.mil).
