About this file
This is a Statement of Objectives (SOO) for the OL-B Test Site 2 Improvements & Modernization project for the United States Air Force.
The project aims to upgrade the Aerospace Vehicle Survivability Facility (AVSF) Test Site 2 (TS2) at Wright-Patterson Air Force Base to enhance Live Fire Test and Evaluation (LFT&E) capabilities for assessing aerospace system survivability against kinetic threats. The existing TS2, a 20' x 20' partially enclosed test area, requires modernization to address critical deficiencies including limited ballistic threat capture capabilities, inadequate fuel containment systems, inefficient test setup times, and inability to accommodate varied shot line elevations beyond horizontal configurations. The contractor shall design and deliver an integrated steel test superstructure measuring approximately 24' width x 50' length x 50' height with a ground-level test area and an elevated platform at 20' height. The superstructure must include an integrated 25-ton bridge crane with approximately 20' hook clearance above the first level platform, a 5-ton monorail on the first level platform, and a concrete/steel deck roof covering the entire crane span. Additionally, the contractor must design and install a steel fuel containment catch pan capable of holding up to 1,000 gallons, a 6,000-gallon fuel recovery tank, and a portable pump system transferring fuel at a minimum rate of 180 gallons per minute. The contractor bears full responsibility for end-to-end system management, engineering, fabrication, installation, and functional verification. Deliverables include the fully constructed and operational facility, comprehensive operation and maintenance documentation, design reviews (PDR and CDR), and final as-built drawings in both PDF and native CAD formats. The design must comply with CMAA, OSHA, and ASME standards for crane systems; accommodate Jet-A, JP-8, and military-grade aviation fuels; meet all EPA, local, and environmental regulations; include fire design per AISC and ACI standards; provide removable ballistic protection; and minimize disruption to adjacent AVSF test site operations.

Statement of Objectives (SOO)
OL-B Test Site 2 Improvements & Modernization
DISTRIBUTION STATEMENT A: Approved for public release: distribution is unlimited.
1 Purpose: The ultimate goal of this project is to provide the USAF with a state-of-the-art test facility capable of safely and efficiently conducting Live Fire Test and Evaluation (LFT&E) on current and future aerospace systems against a wider range of kinetic threats.
This Statement of Objectives (SOO) outlines the high-level requirements for the complete design, fabrication, and installation of a new test superstructure, fuel containment system, and supporting infrastructure for Test Site 2 (TS2) at the Aerospace Vehicle Survivability
Facility (AVSF). This project will deliver a modern test site, which leverages the existing site footprint, to provide improved Test and Evaluation (T&E) capabilities for the 704th Test
Group, AEDC, and the USAF.
2 Background: The existing AVSF TS2 is a 20’ x 20’, partially enclosed test area used primarily to evaluate the vulnerability of aircraft structures, fuel tanks, and dry bays.
Significant TS2 upgrades are required to close the capability gaps associated with these emerging kinetic threats. An updated TS2, in combination with existing AVSF capabilities, will ensure that high-fidelity kinetic data is generated for the full range of relevant battlefield threats leading to the design, production, and fielding of more survivable aircraft systems.
2.1 Current Deficiencies: The proposed design must address several critical deficiencies inherent in the current site. Specifically, operations are currently hindered by limited ballistic threat capture capabilities and inadequate fuel containment and recovery systems. Furthermore, the facility experiences extended and inefficient test setup times and is unable to accommodate varied shot line elevations, remaining strictly limited to horizontal configurations.
3 High-Level Objectives: The contractor shall propose a solution that achieves the following performance objectives.
3.1 Design and Deliver an Integrated Superstructure and Crane System: A new steel test superstructure (approx. 24’ Width x 50’ Length x 50’ Height) shall provide both a ground-level test area and an elevated platform at a height of 20’. The superstructure shall include an integrated 25-ton bridge crane with a hook clearance of ~ 20’ above the first level platform and the ability to transfer test items from the ground level to anywhere on the elevated platform via removable grating. In addition, the first level platform shall support a 5-ton monorail. The design must incorporate a concrete/steel deck roof structure covering the entire crane span.
3.2 Provide Safe and Robust Fuel Containment, Transfer, and Storage System: TS2 requires the capability to capture spilled fuel from ballistically damaged test articles.
The contractor shall design and install a steel fuel containment catch pan capable of capturing and containing up to 1,000-gallons of fuel for an individual ballistic test. The contactor shall design and install a 6,000-gallon fuel recovery tank and provide a portable pump system which transfers fuel from the “catch pan” to the recovery tank.
3.3 Ensure Full System Functionality and Integration: The contractor shall be responsible for the end-to-end management, engineering, fabrication, installation, and functional verification of the entire system. The final installation shall be a cohesive system. This includes ensuring the superstructure meets load requirements, the crane systems meet all lifting and clearance specifications, fuel systems function correctly, and all safety and operational controls are fully integrated and verified through functional checkouts.
4 Other Requirements and Considerations: There are several additional requirements and considerations that need to be incorporated into the final design and build including, but not limited to:
• Geotechnical study and utility surveys will be necessary.
• Blast analysis is not necessary; however, designing the structure for accidental fires is required. Design should include the best approach for fire design per AISC, ACI, and owner input.
• A 40’ long x 4’ high concrete curb is required along the north edge of the test area.
• Any proposed design requiring modification to existing infrastructure shall be identified early and will be considered out of scope unless otherwise approved.
• The roof shall provide protection to personnel and test articles/equipment from falling debris (weather and adjacent concrete wall).
• Test superstructure shall be designed to incorporate removable ballistic protection (bullet catchers, steel plates, etc.). Shields drawings/weights to be provided by owner.
• Design shall include wide stair access to the upper platform and ladder access to roof.
• Design shall adhere to all personnel and test safety standards.
• The bridge crane system must meet all requirements of the Crane Manufacturers
Association of America (CMAA) and be certified in accordance with OSHA and ASME standards.
• The first level platform to have the higher of a 100,000 lbs. total (blanket) load or code required live load. Grating design drawings, to be incorporated in this project, to be provided by owner.
• The system must be compatible with Jet-A, JP-8, and other standard military-grade aviation fuels.
• The moveable pump system shall be capable of transferring fuel from the catch pan to the recovery tank at a minimum rate of ~ 180 gallons per minute.
• The fuel system must include emergency shut offs and be compliant with all relevant
EPA, local, and WPAFB environmental regulations for fuel storage and handling.
• The construction and installation plan must minimize disruption to ongoing operations at adjacent AVSF test sites. A phasing plan may be required.
• The design must specify all required utility connections, including power (voltage and phase requirements), water, and data acquisition/controls/communication lines. The government will provide connection points at the site boundary. The government is providing all controls/equipment related to testing.
5 Deliverables: The contractor shall provide the following deliverables.
• A fully constructed and operational Test Site 2 (superstructure, elevated platform, fuel pan, fuel recovery tank and pump, concrete retention wall, utility connections, etc.)
• Comprehensive documentation for operation, safety, and long-term maintenance.
• Design Reviews including Preliminary Design Reviews (PDR) and Critical Design
Reviews (CDR) with government stakeholders.
• Final “as-built” drawings, including certified equipment drawings for the bridge crane and monorail, in both PDF and native CAD format upon project completion.
