About this opportunity

The Army Materiel Command Contracting Command at Picatinny Arsenal seeks removal and replacement of rubberized roof sealant on Building 3574 at Devens Reserve Forces Training Area in Ayer, Massachusetts, with proposals due July 8, 2026 at 4:00 PM EST (extended from July 2 via Amendment 0001). This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, restricting competition to certified SDVOSB firms.

The contract is Firm-Fixed-Price, single-award, with an estimated value of $9,525.90 and a performance period of 20 working days from Notice to Proceed. Place of performance is Building 3574, Devens Reserve Forces Training Area, Ayer, Massachusetts. The NAICS code is 238160, Roofing Contractors, with a small business size standard of $19.0 million.

Scope includes complete removal of failed under-eave rubberized sealant, surface preparation to ensure the substrate is dry and clean, and installation of new commercial-grade sealant over approximately 270 to 300 square feet of under-eave perimeter. The contractor must supply all labor, materials, equipment (including scissor lift rental), tools, and related services. Amendment 0002 (July 7) clarifies that both sides of building eaves are in scope, grommet heads on deteriorated screws should be included, and rakes without existing mastic are excluded. The existing material is roofing mastic or epoxy; in-kind replacement meeting industry standards is required.

Labor rates must meet or exceed Davis-Bacon Act prevailing wage rates under Middlesex County Wage Determination MA20260001 (effective May 18, 2026). Bonding and payment bonds are waived. A mandatory site visit occurred June 25–26, 2026; visitor passes required 48 hours advance notice. Proposals are two-volume: Technical Proposal (15-page limit) and Price Proposal with completed Contractor Cost Breakdown Form. Within ten business days of Notice to Proceed, the contractor must submit a Rubberized Roof Sealant Replacement Plan, Warranty Management Plan, Manufacturer's Instructions, and Operations and Maintenance Data, all requiring Government approval. Environmental protection requirements and hazardous waste protocols per Section 01 57 20 apply. Offers remain valid for 120 calendar days from the due date.
