About this opportunity
The United States Air Force, United States Air Forces in Europe - Air Forces Africa, seeks a Request for Technical Proposals for installation of new permanent emergency generators with automatic transfer switches and related electrical infrastructure at Moron Air Base, Spain, with technical proposals due June 15, 2026. This is a two-step sealed bidding procurement under RFO 14.211 and RFO 36; only offerors with acceptable technical proposals will advance to Step Two to submit sealed priced bids.
Place of performance is Seville, Spain. The project replaces emergency generators and associated equipment at the Base Power Plant (Building #212) and the Water Treatment Sewage Plant (Building #1215), with a total performance period of 730 calendar days including design, preconstruction, construction, and finishing activities. Building #212 requires a new EPA-compliant 200 kW minimum diesel generator, 4-pole automatic transfer switch, main distribution panel replacement, grounding systems, and exterior flashing beacon. Building #1215 requires a new 100 kW generator, high-voltage switchgear, transformer, low-voltage panelboard in a pre-manufactured concrete utility vault, and conversion of overhead high-voltage lines to underground distribution. The procurement also addresses a pole-mounted transformer at Building #1215 that has caused bird shock hazards and power outages.
Generators are specified as Cummins Power Generation sole-source models (C200D6D for Building #212 and C100D6C for Building #1215), and automatic transfer switches must be Cummins Power Generation OTECC or higher-capacity equivalent, also sole-source. All design must be performed by a certified architect-engineer firm. Work must comply with Spanish, US, and NATO regulations. The NAICS code is 236220, Commercial and Institutional Building Construction; PSC is C222, Architect and Engineering—General: Electrical Systems.
Technical proposals must address: A-E firm design-build experience on similar projects with preliminary Gantt chart schedule; current Spanish Classification Certificates (Groups I1, I5, I6, Category 2) with AT1 certification for high-voltage installations not exceeding 30 kV per ITCRAT 21, and commitment that the prime contractor perform at least 25 percent of total work; Memorandum of Agreement with key subcontractors if applicable; Organizational Chart identifying key personnel and teaming partners; Key Staff qualifications (Project Manager, Designer of Record, Superintendent, Surveyor, Safety Officer); and one to three past experience projects demonstrating relevant design-build, architectural-engineering, and construction capability. Proposals must be in English, contain no pricing information, and be submitted without request for additional government clarification.
