About this opportunity

The United States Air Force, through United States Air Forces in Europe - Air Forces Africa, is soliciting proposals for the design and installation of emergency power systems to support critical infrastructure at a military installation. The procurement encompasses two emergency generators with automatic transfer switches (ATS) and bypass/isolation systems (BP/IS)—one serving the Base Power Plant in Building #212 and another serving the Sewage Treatment Plant in Building #1215. A critical requirement for all potential contractors is authorization to conduct these activities under Spanish legislation, as the contract must comply with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America. The solicitation will employ a two-step sealed bidding method, with technical proposals evaluated in Step One to determine which offerors qualify to submit bids in Step Two. Step One instructions will be available on SAM.gov on or after May 5, 2026, marking the key deadline for interested parties to prepare and submit their technical proposals.

This contract carries no set-aside designations and represents a Firm-Fixed Price agreement with an estimated value between $500,000 and $1,000,000. The period of performance is estimated at 730 calendar days from contract award. The project is classified under NAICS 236220 (Commercial and Institutional Building Construction) and PSC 6115 (Generators and Generator Sets, Electrical), reflecting the construction and electrical equipment installation nature of the work. No incumbent contractor information is provided in this pre-solicitation notice. Prospective bidders should note that Spanish material, labor, and regulatory requirements will apply, and any breach of contract carries the same consequences under Spanish government contracting as would apply to breaches with Spanish public administration entities.
