About this opportunity
The Department of Agriculture Forest Service seeks forest stewardship and timber removal services on the Lincoln National Forest, Sacramento Ranger District in New Mexico, with quote receipt deadline August 24. This procurement is restricted to approved vendors holding an active Region 3 Southwest Stewardship BPA contract; only BPA-eligible offerors may submit quotes and receive feedback. Award will be made as a single call order against the previously-solicited BPA.
Place of performance is Cloudcroft, New Mexico, across approximately 237 acres in six cutting units spanning the contract area. Period of performance runs September 14, 2026 through February 28, 2029. The procurement is 100% unrestricted and carries NAICS 113310 (Logging) and PSC F014 (Natural Resources/Conservation—Tree Thinning).
Work includes three mandatory items: cutting and removing timber per minimum specifications (9 inches diameter breast height or greater), machine piling of slash with piles not exceeding 25 feet diameter and positioned minimum 25 feet from standing trees or structures, and purchase, delivery, and installation of a 10-foot stockyard gate at Unit 4. An optional fourth item covers small diameter thinning (trees 5 inches to 8.9 inches DBH) and associated slash treatment across all units. The timber removal component involves an estimated 2,004 CCF of combined softwood non-saw products at a minimum acceptable offer of $4.48 per CCF. Contractors must perform all pre-haul, during-haul, and post-haul road maintenance at no Forest Service compensation across 6.68 miles of designated roads.
Amendment 1, issued August 11, requires strict compliance with treatment methods specified in the original solicitation; alternate proposals involving mastication for small tree thinning and slash treatment will not be considered. For gate installation, contractors may install the gate prior to operations or install and maintain a temporary wire gate throughout operations until permanent installation. All quotes must be submitted electronically to Eduardo Cortez (eduardo.cortez@usda.gov) and Ingrid Anderson (ingrid.anderson@usda.gov).
Quality control specifies an Acceptable Quality Level (AQL) of 90% for machine piling and small diameter thinning, and 100% for gate installation. Evaluation is based on technical approach, community benefit, relevant past performance, and cost, with technical factors weighted more heavily. Service Contract Act prevailing wage rates apply under Wage Determination 1969-0115 (Revision 87, effective May 13, 2026) for New Mexico forestry occupations, ranging from $13.75 to $26.81 hourly.
