About this opportunity
The Indian Health Service, Albuquerque Area, seeks roof assessment and repairs across three IHS healthcare facilities in the Albuquerque and Mescalero, New Mexico areas, with offers due August 24, 2026. This procurement is set-aside for Indian Small Business Economic Enterprises under the Buy Indian Act; a cascading provision allows quotes from other small business concerns if ISBEE competition is insufficient. A single award will result.
Place of performance spans three facilities: Albuquerque Indian Health Center (801 Vassar Drive NE, Albuquerque, NM 87106), Albuquerque Indian Dental Clinic (9169 Coors Blvd NW, Albuquerque, NM 87120), and Mescalero Service Unit (318 Abalone Loop, Mescalero, NM 88340).
The NAICS code is 238160, Roofing Contractors, with a small business size standard of $19 million. This is a Request for Quotation (RFQ) issued under FAC 2026-01 commercial services procedures.
Contractors must perform focused roof leak investigation and repair within 15 days of Notice-to-Proceed, provide photo-documented reporting of active and imminent leaks, execute repairs to restore watertight integrity, and deliver minimum one-year warranty on parts and labor. Work excludes comprehensive roof condition assessments, lifecycle evaluations, and full roof replacement design. Contractors must coordinate with facility staff during standard operating hours (Monday–Friday, 8:00 AM–4:30 PM, excluding federal holidays) and provide emergency leak mitigation when necessary. Minimum five years of commercial roofing experience and current licenses and certifications are required.
Evaluation weighs Technical Capability and Past Performance more heavily than Price. Quoters must submit three volumes covering technical qualifications, past performance documentation (up to five recent relevant contracts), and pricing. Davis-Bacon Act wage determinations NM20260044 and NM20260025 apply. Invoices must be submitted electronically through the Treasury Invoice Processing Platform. All offerors must maintain active SAM.gov registration and provide Indian Economic Enterprise self-certification.
