About this file

This is a Request for Quotation (RFQ) for roof repair services issued by the Department of Health and Human Services, Albuquerque Area Indian Health Service (AAIHS). The solicitation number is 75H70726Q00089, with an offer due date of August 24, 2026, at 1500 hours Mountain Daylight Time. The acquisition is set-aside for Indian Small Business Economic Enterprise (ISBEE) concerns with a cascading set-aside provision; if insufficient competition exists from ISBEE firms, quotes will be considered from other small business concerns. The associated NAICS code is 238160 (Construction Roofing) with a small business size standard of $19.0 million.

The solicitation seeks targeted roof leak investigation, reporting, and repair services across three Albuquerque Area IHS facilities: Albuquerque Indian Health Center (AIHC) with nine buildings, Albuquerque Indian Dental Clinic (AIDC) with one building, and Mescalero Service Unit (MSU) with four buildings. Contractor responsibilities include performing focused inspections within 15 days of Notice-to-Proceed to identify active and imminent leaks, providing concise documentation with photo evidence, and executing repairs to restore watertight integrity. The statement of work explicitly excludes comprehensive roof condition assessments, lifecycle evaluations, and full roof replacement design. Contractors must coordinate with facility staff during standard operating hours (Monday–Friday, 8:00 AM–4:30 PM, excluding federal holidays), provide emergency leak mitigation when necessary, and deliver minimum one-year warranty coverage on all parts and labor. The Government will award a firm-fixed price purchase order to the responsible quoter whose conforming quotation is most advantageous based on comparative evaluation of Technical Capability, Past Performance, and Price factors, with technical capability and past performance weighted more heavily than price. Quoters must demonstrate minimum five years of commercial roofing experience, provide current licenses and certifications, and submit three volumes including technical qualifications, past performance documentation (up to five recent relevant contracts), and pricing. Davis-Bacon Act wage determinations NM20260044 and NM20260025 apply. Invoices must be submitted electronically through the Treasury Invoice Processing Platform (IPP), and contractors must comply with various federal acquisition regulations, HHSAR clauses, and HHS-specific requirements including Indian preference provisions.

Project Title Roof Repair – OEHE/AAIHS

The purpose of this Scope of Work (SOW) is to procure professional services to identify, investigate, and repair active and imminent roof leaks across multiple Indian Health Service (IHS) facilities. Work under this SOW is limited to leak detection, root cause identification, and repair activities necessary to restore watertight integrity. This SOW is not intended to provide comprehensive roof condition assessments, lifecycle evaluations, or full roof replacement design.

6.2 Background

IHS operates healthcare facilities in diverse environments with aging roofing systems. Active leaks and areas of imminent failure present risks to patient care, staff, equipment, and building systems.

This project is intended to:

• Rapidly mitigate active leaks

• Address conditions likely to result in near-term water intrusion

• Provide targeted repairs while long-term replacement strategies are developed separately.

6.3 Scope of Services

The Contractor shall furnish all labor, materials, equipment, supervision, and transportation necessary to perform the following:

6.3.1 Targeted Leak Investigation

Within 15 days of Notice-to-Proceed, the Contractor shall:

• Perform focused inspections limited to identifying:

o Active leaks o Sources of water intrusion o Conditions likely to result in imminent leaks

• Investigations shall include:

o Membrane defects, seams, flashings, and penetrations o Drainage issues contributing to ponding or backup o Visible moisture intrusion or water pathways o Localized insulation failure (as required to support repair)

• Moisture detection tools (infrared, capacitance, etc.) shall be used only where necessary to confirm leak pathways

• Document:

o Leak locations o Suspected root causes o Extent of affected area (approximate)

• Full roof-condition assessments, service life analysis, and global deficiency surveys are not required.

6.3.2 Reporting

• Provide concise documentation for each building that includes:

o Location of active and imminent leaks o Root cause of each leak (if determinable) o Photo documentation o Recommended repair approach

• Rough order of magnitude (ROM) cost for repair

• Classification of work shall be limited to:

o Priority 1 – Active leaks impacting operations, patient care, or interior spaces o Priority 2 – Imminent leaks (conditions likely to fail within 6–12 months)

• Detailed roof condition ratings, preventative maintenance plans, and long-term replacement recommendations are not required unless specifically requested.

6.3.3 Repair Services

Upon approval by the Government representative, the Contactor shall:

Project Title Roof Repair – OEHE/AAIHS

• Perform targeted repairs to eliminate active and imminent leaks, including:

o Membrane patching and sealing o Flashing repair/replacement o Penetration sealing o Localized insulation replacement o Drainage corrections contributing to leaks o Fastener replacement (metal roofs)

• Repairs shall address the root cause of water intrusion, not solely surface symptoms.

• Demolition shall be limited to localized areas necessary to complete repairs.

• Remove and replace:

o Wet or moisture-compromised insulation o Deteriorated materials contributing to leaks

• Ensure compatibility of repair materials with existing roofing systems.

• Verify repairs are watertight using visual inspection and/or controlled water testing

• Notify the Government of concealed conditions requiring additional work prior to proceeding.

6.3.4 Emergency Leak Mitigation

The Contractor shall provide temporary emergency leak mitigation measures when immediate permanent repair cannot be completed during the same mobilization. Temporary measures may include tarping, temporary sealants, water diversion methods, temporary drainage protection, and other industry-standard practices necessary to protect the facility, occupants, equipment, and interior finishes from additional water intrusion.

Temporary repairs shall remain effective until permanent repairs are completed. Contractor shall respond to emergency leak conditions within a timeframe agreed upon by the Government representative.

SECTION F - INSTRUCTIONS, CONDITIONS, AND NOTICE TO QUOTERS

EVALUATION (IHS SUPPLEMENTAL GUIDANCE)

(Supplementing FAR 52.212-2 and FAR 12.203)

Evaluation will be conducted in accordance with FAR Part 12 and FAR 52.212-2 using a comparative, best-value tradeoff evaluation.

Quotes shall be organized into three (3) volumes, plus required forms, as follows:

Volume 1 – Technical Qualifications Include the following:

• Quoter Name

• UEI Number

• Point of Contact (name, phone, email)

• A description demonstrating the quoter’s capability to perform all requirements in the Statement of Work (SOW)

• Copies of current licenses, certifications, and other credentials necessary to perform the required services

Evaluation Elements:

In evaluating Technical Qualifications, the Government will consider, at a minimum, the following:

• Technical Approach

• Demonstrated minimum five (5) years of experience in roof repair.

• Ability to perform all deliverables and tasks outlined in the Statement of Work (SOW)

• Ability to provide required reports that are accurate, complete, and legible in paper or electronic (PDF) format, as applicable.

The Government will assess strengths, weaknesses, and any risks associated with the quotation and determine the level of confidence in successful performance.

Volume 2 – Past Performance Past Performance will be evaluated based on the recency and relevance of prior contracts of similar scope and complexity.

• Recency: Contracts performed within the last 5 years

• Relevance: Similar scope and complexity

Provide up to five (5) recent and relevant contracts or jobs of similar scope. Include:

• Customer/organization

• Location

• Dates of performance

• Description of work

• Contract value (if available)

• POC name, phone, and email https://www.hhs.gov/policies/hhsar/subpart352.html

Project Title Roof Repair – OEHE/AAIHS

In addition, IHS may evaluate:

• CPARS reports

• Other federal past performance records

• Subcontractor performance (IAW FAR 12.203(a)(2))

• Past performance information already known to the Government

A lack of past performance will not be considered negative. Past Performance confidence assessments will be considered in the best-value tradeoff in conjunction with Technical Qualifications and Price.

Volume 3 – Price Price will be evaluated for reasonableness, completeness, and balance using the unit prices submitted in the Pricing Table.

For evaluation purposes:

• The evaluated price will include the total price for the base period and all option periods.

• The Government may evaluate pricing for unbalanced pricing, including materially unbalanced unit prices or option period pricing.

• Prices shall be valid for at least 90 calendar days from the date of the quote submission.

The Government may consider whether the quoter’s pricing is consistent with the proposed technical approach and whether pricing presents a risk to successful performance.

The Government may reject any quotation with pricing that is incomplete, unbalanced, or inconsistent with the quotation’s technical approach.

Additional Required Documents

• Signed SF-1449 (first page only is acceptable).

• Signed IHS Buy Indian Act Indian Economic Enterprise Representation Form (IEE Form).

• Signed and acknowledged amendments, if any.

Award Decision Award will be made to the responsible quoter whose quotation conforming to the solicitation is determined to be most advantageous to the Government, price and other factors considered.

Technical Capability and Past Performance, when combined, are more important than Price. However, as quotations become more equal under the non-price factors, Price may become the determining factor for award.

The Government will perform a comparative evaluation of quotations and may select a higher-priced quotation if it is determined that the additional technical merit and/or past performance value warrants the additional cost.

The Government intends to award without discussions but reserves the right to conduct communications if determined to be in the Government’s best interest. The Government may conduct clarifications as necessary.
