Sources Sought Notice Summary
This is a Sources Sought Notice (SSN) Amendment 1 issued by the National Park Service Denver Service Center for market research purposes regarding the Kawuneeche Visitor Center rehabilitation project at Rocky Mountain National Park. The SSN is not requesting proposals at this time but is seeking information from both large and small businesses to inform acquisition strategy and determine the feasibility of small business set-asides. Responses must be submitted using the attached Sources Sought Survey Questionnaire no later than 12:00 PM Mountain Time on May 7, 2026, to bruce_beck@ios.doi.gov and timothy_burger@ios.doi.gov. No reimbursement will be provided for response costs.
The project involves comprehensive rehabilitation and accessibility improvements to the Kawuneeche Visitor Center located near Grand Lake, Colorado, with an estimated construction cost between $5,000,000 and $10,000,000. The 365-calendar-day period of performance includes weather shutdowns and potential winter construction. The scope encompasses interior and exterior accessibility upgrades, mechanical/electrical/plumbing system replacement, fire suppression installation, window replacement, site drainage improvements, IT/AV/security upgrades, and historic preservation compliance. The project falls under NAICS code 236220 with a $45.0M size standard. Bid, Performance, and Payment Bonds are anticipated to be required. The government plans to issue a competitive Request for Proposals around May-June 2026 and award a single Firm-Fixed-Price contract. The park will remain open during construction, requiring scheduled activities and protective measures to minimize visitor impact and preserve the surrounding environment.

The facility has been designated as eligible for listing on the National Register of Historic Places and treatment will meet Secretary of the Interior Standards for the Treatment of Historic Properties and integrated into the design. The KVC is currently slated for a complete replacement of interior interpretive exhibits (to be provided and installed by a separate contractor) and as such, interior alterations are necessary. In addition to preparing the visitor center portion for new interpretive exhibits, rehabilitation of the greater facility and site is also necessary in order to replace and update old systems and to correct building code and accessibility issues.

The project will also provide IT, AV, and security upgrades. Improvement of site drainage will be included, and exterior lighting will be made night sky compliant. An outdoor gathering space with seating will be provided for interpretive talks and the existing outdoor picnic area will be rehabilitated to meet accessibility requirements. The non-historic gable roof over the comfort station shall be removed and the facility shall be returned to a flat roof configuration, in style of the original construction, which addresses current structural and drainage issues. Temporary facilities for staff and visitors will be provided during rehabilitation, as well as moving and storage of building contents.
