About this opportunity
The U.S. Army Corps of Engineers Portland District is seeking a contractor to perform comprehensive grounds maintenance services for the Rogue River Basin Project in Jackson County, Oregon. The contract will cover maintenance of lawns, unimproved grounds, paved areas, trails, and landscaping at three geographical units: Lost Creek Lake, Elk Creek, and Applegate Dam. Key service requirements include mowing, edging, trimming, turf repair, debris removal, shrub maintenance, vegetation control, and trail maintenance, with a focus on maintaining dam safety zones and public recreational areas. The solicitation requires contractors to provide all necessary personnel, equipment, and supplies while complying with safety regulations and environmental standards. Proposals are due by April 11, 2025, at 10:30 AM, with a base performance period from April 1, 2025, through March 31, 2026, and options for three additional one-year periods.
The contract is set aside exclusively for Women-Owned Small Businesses (WOSB) with a North American Industry Classification System (NAICS) code of 561730 and a size standard of $9,500,000. The firm fixed-price contract will cover approximately 29.5 acres of maintenance across multiple recreational and administrative sites, including Project Office, River's Edge Park, McGregor Park, Takelma Park, Cole M. Rivers Drive, and Bridge Hole. Optional services include additional area access maintenance, trail clearing, and herbicide application targeting specific invasive plant species. The place of performance is Medford, Oregon, with various specific locations around the Rogue River Basin Project. While no incumbent contractor is mentioned, the solicitation provides detailed optional task areas and potential service extensions, suggesting flexibility for the awarded contractor to expand services based on project needs.

Update #4 · Latest ·
** Please see amended solicitation and PWS** as of 28 March 2025.
***An amendment to this soliciation is forthcoming and an extention on the due date will also occur.*** as of 27 March 2025
*****UPDATE******
There will be a 1 hour meeting at 2 pm PDT on Tuesday March 25 at the Rogue River Basin Project Office (100 Cole M Rivers Drive, Trail OR 97541). This meeting will review the PWS and maps, answer questions etc. If anyone wishes to visit any of the sites covered in the PWS they are free to do that on their own time as the sites are accessible to the public; the few exceptions (such as the Elk Creek area) where vehicle access would need to be coordinated could be covered during that meeting and access instructions provided at that time. Contractors are strongly encouraged to visit the service areas in advance of the meeting as this would allow any questions that come up during their reconnaissance to be answered during the meeting. Of note- Elk Creek is accessible to the public at all times (just closed to vehicle traffic in certain areas) and all the Dam Safety work for both LOS and APP can be seen from public areas, so the KTRs are not ‘prevented’ from visually surveying any area covered under this contract whether before or after the meeting.
POC: Jesse Brownlee 541-878-1081
