This Sources Sought Notice is issued by the Defense Logistics Agency Energy to identify potential suppliers for the Rocky Mountain West/West Coast/Offshore Bulk Petroleum Products program. The agency requires annual bulk quantities of turbine fuels including JP8, JP5, Jet A, and JA1 as well as Naval Distillate F76, conforming to specifications MIL-DTL-83133K, MIL-DTL-5624W, ASTM D-1655-19, ASTM D-1655-19, and MIL-DTL-16884P. Responses are requested by December 6, 2019 to identify suppliers that can meet the agency's quality, quantity and delivery requirements between October 2020 and September 2021.
The anticipated contract would be an indefinite delivery indefinite quantity fixed price with economic price adjustment contract, partially set aside for small businesses, with a period of performance from date of award through September 2021. Delivery locations include the Rocky Mountain, West Coast and Offshore regions. The agency will consider all information received in determining whether to issue a future solicitation for an estimated annual bulk quantity requirement of turbine fuels and Naval Distillate F76 valued between $25-50 million.

This is the synopsis for the annual bulk fuel procurement for the Rocky Mountain/West Coast/Offshore (RMW) 2020 Purchase Programs. The fuel procured from this buy will cover various bases in the Rocky Mountain/West Coast/Offshore region the United States. The NAICS code for this procurement is 324110.
The solicitation is anticipated to be released in early January 2020.
The Program's Ordering Period is date of award through September 30, 2021.
The Delivery Period is to October 1, 2020 through September 30, 2021, with a 30-day carryover period.
The delivery methods will be Tanker, Barge, Truck, and Pipeline, both FOB Origin and Destination, depending on the specific requirement and location.

DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 8.21% of the fuel quantity is set-aside for small business concerns. If you are a designated small business in accordance with FAR 52.212-1, please ensure your System for Award Management (SAM) designation is correct.
DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement. The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
DLA Energy intends to hold a pre-proposal conference for this solicitation on or around January 22, 2020. If your company wishes to send representatives, there are specific security instructions for access that must be completed. See attachment for instructions.
