About this opportunity
The U.S. Army Corps of Engineers, Seattle District (ENDIST Seattle) seeks to establish a Multiple Award Task Order Contract (MATOC) through an IDIQ vehicle for rock imagery conservation services at historic properties within the Federal Columbia River Power System in the Pacific Northwest, with proposals due August 28, 2026. This is a 100 percent set-aside for Women-Owned Small Businesses.
Place of performance includes the Seattle District (Washington, northern Idaho, and western Montana) as the primary area of responsibility, with availability for Portland and Walla Walla districts. The contract covers conservation work at 12 federally owned dams and reservoirs across the Columbia River Basin in four states. Services include documentation and photography, condition assessment, modern graffiti removal, natural processes stabilization, modern vandalism stabilization, relocation, interpretative materials development, and technical writing addressing adverse effects to petroglyphs and pictographs eligible for the National Register of Historic Places.
Key personnel requirements include a senior-level archaeologist meeting Secretary of Interior standards with a Master's degree and 10 years of applicable experience, and a rock conservationist with 5 years of directly applicable experience. The NAICS code is 541620, Environmental Consulting Services, with a size standard of 19 million dollars. The contract period is 48 months from award, with a combined capacity value of $576,590 across all awardees and a minimum guarantee of $500 per awardee. Individual task orders carry a minimum of $5,000 and maximum single-item order of $50,000, with a maximum combination order of $100,000.
Evaluation emphasizes specialized/direct experience (two to four relevant rock imagery conservation projects within the past ten years), key personnel qualifications, response to an example request for task order proposal for the Big Creek Pictograph Vandalism Assessment project, and past performance (four similar projects completed within the past ten years). Proposals must be fully registered in SAM at submission. Questions and responses were posted August 10 and August 19, 2026, clarifying that the government will evaluate only the first four past performance projects submitted; additional projects beyond four will not improve the rating.
