About this file
This document provides general information and instructions for submitting task order proposals under a Multiple Award Task Order Contract (MATOC) for Rock Imagery Conservation services for the U.S. Army Corps of Engineers (USACE), primarily serving the USACE Seattle District with availability across the Northwestern Division.
The MATOC is an Indefinite Delivery/Indefinite Quantity contract with a combined maximum capacity of $576,590 shared among all awarded firms, with a four-year ordering period from the award effective date. Each MATOC awardee receives a minimum guarantee of $500 for the contract's life. Task Orders will be firm-fixed-price contracts competed among awardees in accordance with RFO 16.507-3 for orders above the micro purchase threshold but not exceeding the simplified acquisition threshold. Contracting authority resides with USACE Northwestern Division offices in Seattle, Walla Walla, Portland, Kansas City, and Omaha. Contractors must respond to all Requests for Task Order Proposals (RTOPs) within five calendar days if unable to compete. Proposal submissions must include a cover letter acknowledging all amendments, Service Contract Act wage compliance, Key Personnel requirements, and the prime contractor's obligation to self-perform at least 50 percent of contract costs, excluding materials. Task Order evaluation considers past performance on earlier orders, technical approach and specialized experience, Key Personnel qualifications, and price (mandatory). All travel expenses must be included in price proposals as firm-fixed-price Task Orders provide no reimbursement for actual travel costs. Contractors cannot subcontract without written authorization and must comply with the 50 percent limitation on payments to non-similarly situated subcontractors. Service Contract Labor Standards apply, with wage determinations provided at RTOP issuance.
