About this file

This document is a Question and Answer clarification regarding past performance submission requirements for a federal contract solicitation, dated 8/7/2026.

The clarification addresses FACTOR IV: Past Performance evaluation criteria. Offerors are not limited to submitting exactly four projects and will not be penalized for submitting more than four. However, the Government will only evaluate the first four project submissions in the order presented. To achieve a "QUALIFIED" rating, offerors must submit a minimum of four projects completed within the last ten years; additional projects beyond four will not increase the rating. Offerors who submit zero to three projects will receive a "NEUTRAL/QUALIFIED" rating unless the Government discovers past performance information demonstrating unfavorable performance on similar projects, which could result in a lower rating.
