About this file

This is a Questions and Answers (Q&A) document clarifying past performance submission requirements for a federal contract solicitation. The document addresses two key inquiries issued on 8/7/2026 and 8/19/2026 regarding FACTOR IV: Past Performance evaluation criteria.

The first Q&A clarifies that while offerors may submit more than four projects, the Government will evaluate only the first four submissions in the order presented. To achieve a "QUALIFIED" rating, four project submissions are required, and additional projects beyond four will not improve this rating. Offerors submitting zero to three projects will receive a "NEUTRAL/QUALIFIED" rating unless unfavorable past performance is discovered on similar projects. The second Q&A addresses whether projects performed by proposed subcontractors may be counted toward the four-project requirement. The Government clarified that offerors will not receive credit for subcontractor-performed projects unless the offeror's firm was directly involved in execution. The Government will only evaluate projects where the offeror performed as either a prime contractor or subcontractor, with no distinction in evaluation methodology between prime and subcontractor project submissions.

Question: In FACTOR IV: Past Performance, the solicitation requests four projects completed within the last ten years. Please confirm whether oƯerors are limited to four projects, or if more or fewer than four projects may be submitted.

Response: OƯerors will not be penalized for submitting more than four projects; however, the Government will only evaluate the first four project submissions in the order they are presented. To receive a rating of QUALIFIED four submissions are required and additional projects will not increase that rating. Submitting zero to three projects will result in a rating of “NEUTRAL/QUALIFIED” unless past performance is discovered that demonstrates unfavorable performance on similar projects.

Question: I wanted to clarify the Factor IV past performance requirement. Can one of the four project examples be a project completed by a proposed subcontractor, rather than the prime oƯeror, as long as we clearly identify that the subcontractor performed the work? If so, would the subcontractor’s project be evaluated and scored in the same manner as a project completed by the prime oƯeror?

Response: No. You will not receive credit for a project that was performed by a subcontractor if the your firm was not involved in that project. The Government will only evaluate a project that the oƯeror performed as a prime or a subcontractor.
