II. Non Price Factors

FACTOR I: Technical- Specialized/Direct Experience

The offeror shall provide narrative descriptions of a minimum of two (2) and a maximum of four (4) relevant projects completed within the past ten (10) years that demonstrate proven, physical experience in the specialized field of rock imagery (pictographs and petroglyphs) conservation and cultural resource management.

Offerors must clearly distinguish whether the work was performed as a Prime Contractor or a Subcontractor. For each project, the offeror must explicitly describe their exact role. Experience will only be evaluated favorably if the offeror demonstrates they physically executed or directly managed the technical conservation tasks (e.g., graffiti removal, spall stabilization D-stretch photography), rather than merely providing administrative oversight.

The Government will evaluate the depth, relevance, and complexity of the offeror's experience, as a prime contractor or a sub, in performing rock conservation and cultural resource management of rock imagery. Relevance includes similarities in methodologies used, regulatory compliance (e.g., Secretary of the Interior’s Standards), and physical site conditions (e.g., remote, outdoor terrain).

Note: Must include POC information for the primary contractor or the subcontractor for each project to allow the Government to verify information.

An offeror must receive a rating of "Qualified" on this factor to be eligible for a MATOC award.

NOT

QUALIFIED

The offeror’s proposal is non-responsive or incomplete. It contains significant omissions, fails to follow RTOP instructions, or demonstrates a fundamental misunderstanding of the PWS requirements. The proposal lacks the detail, clarity, or professionalism necessary to provide the Government with adequate confidence in the offeror's ability to perform. Offeror’s proposal will not be further evaluated.

FACTOR IV: Past Performance

The offeror will provide a list of four (4) projects completed within the past 10 years that are similar in scope to this requirement. Similar experiences consist of projects completed as a prime contractor or subcontractor. The contractor shall provide project start and completion dates, enough details to show similarity to this project, performance rating and points of contact-titles, phone number and email address.

In addition the Government will evaluate each offeror’s past performance history in Contractor Performance Assessment Reporting System (CPARS) at CPARS.gov. However, the evaluation of these factors is separate and distinct. Factor I evaluates the technical relevance and complexity of the work performed, while Factor IV evaluates the quality and success of the contractor's performance on those tasks.

It is the sole responsibility of the offeror to ensure that they submit all required information for each factor within its respective proposal volume. The Government will not search, cross-reference, or extract information from one proposal volume to supplement another. Failure to provide the specific, required data within each respective volume may result in the offeror being evaluated as 'Unsatisfactory' under that factor.
