About this opportunity
The General Services Administration, procuring on behalf of the U.S. Air Force, seeks one Eagle Rock Crusher with responses due September 1, 2026, and questions due August 31, 2026, under Amendment 001 issued August 27. The procurement is a 100% small business set-aside.
Place of performance is Guam. The equipment must be a new Eagle Rock Crusher (NSN 3820-01-065-3914) or equivalent, capable of processing 200 tons per hour or greater for secondary and tertiary crushing operations. The unit must be track-mounted with a 400 horsepower diesel engine (DEF or REGEN systems acceptable for worldwide operation), featuring a 4–5 cubic yard hopper, two-stage grizzly feeder, jaw crusher with minimum 36" × 24" inlet, two pre-screen decks of at least 20 square feet each, and dual conveyor systems (40–48" wide main conveyor, 24–26" wide side conveyor). All hydraulic and engine fluids, check locations, and controls must be clearly labeled. The equipment must include manufacturer's standard corrosion or rustproof protection with minimum five-year life expectancy (automotive-grade primer/paint only; powder coating unacceptable), a 12-month manufacturer warranty, and complete parts and service manuals in hard copy and electronic format. Contractor must deliver to a U.S. West Coast port and arrange final delivery to Yigo, Guam; pricing is FOB Destination, inclusive of all transportation and delivery costs. Contractor is responsible for 40-hour operator familiarization and 40-hour maintenance familiarization on-site. Military data plates with specified nomenclature, serial number, NSN, weight, delivery date, contract number, and shipping details must be affixed to the equipment.
The NAICS code is 333120 (Construction Machinery Manufacturing); PSC is 3805 (Earth Moving and Excavating Equipment). Evaluation criteria—technical compliance with specifications, delivery terms, availability, delivery dates, and past performance—are weighted equally to price. Respondents must submit completed SF 18 forms, technical documentation with delivery dates (limit 20 pages), past performance information (minimum 2, not exceeding 3 projects within 2 years), price and delivery schedule, and Attachments A through G, including GSA Fleet Systems account application and source of supply letter. All submissions must be sent via email to April Stanch (April.Stanch@gsa.gov) and Malik Addo (Malik.Addo@gsa.gov). An active SAM.gov registration is required. Dealers are prohibited from affixing decals, plates, logos, or advertising materials to the vehicle.
