About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick is seeking nationwide rideshare transportation services to support veterans enrolled in VHA Homeless Programs across all U.S. states and territories. This Request for Information (RFI) is designed for market research purposes and is not a formal solicitation; therefore, responses will not be treated as proposals and the Government assumes no obligation to award a contract or reimburse respondent expenses. Eligible service providers must coordinate rides, perform cost comparisons to ensure lowest-price options, and maintain 24/7 support for scheduling and issue resolution to facilitate veterans' access to critical services including shelter, housing appointments, medical care, employment searches, and other support services. The RFI responses will be evaluated based on vendors' experience with government and commercial rideshare contracts, ADA compliance capabilities, risk mitigation strategies, geographic service coverage, ability to handle peak demand periods, pricing models suitable for firm-fixed-price contracts with uncertain volumes, ride management controls, and any value-added features. Responses must be submitted by 10:00 AM Eastern Standard Time on February 9, 2026, to Michael.Stevens5@va.gov and Marleine.Raisin@va.gov, limited to five pages in Microsoft Word format with 12-point font, and no questions are being accepted at this time.
This opportunity is designated as a set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), though Veteran-Owned Small Businesses (VOSBs) and other small businesses are also eligible to respond. No potential incumbents or current contractors are identified in this RFI, as this represents a new market research initiative to identify capable service providers. The contract structure is described as a firm-fixed-price purchase order with a 12-month period of performance plus one optional seven-month extension, though specific budget values or award amounts are not disclosed in the RFI documents. The Government will reimburse only actual rideshare service costs and will not cover contractor profit or general and administrative fees, with separate invoices required for each of the 18 VISN (Veterans Integrated Service Network) locations nationwide. Contractor personnel will require Tier 1/Low background investigations (NACI) and mandatory VA security and privacy training before accessing VA information systems.
Notice text
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY (as defined in FAR 15.101(c)) for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran-Owned Small Businesses (VOSBs), and all other small businesses. This is not a solicitation, and a solicitation is not available at this time. All responses will be treated as information only and not as proposals. Requests for a solicitation will not receive a response. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received, provide feedback, or respond to any questions or comments submitted in response to this RFI. This notice does not constitute a commitment by the United States Government and does not obligate the Government to award a contract or otherwise pay for the information provided. Respondents are solely responsible for all expenses associated with responding to this RFI.
The purpose of this RFI is for market research and to gather input for use in further defining the requirement, and to identify interested and potentially capable small business vendors able to provide nationwide rideshare transportation services for Veterans enrolled in VHA Homeless Programs. Transportation will support essential activities such as accessing shelter, housing appointments, medical care, employment searches, and other critical services identified by VA staff. Services must be available in all U.S. states and territories where rideshare options exist and include 24/7 support for scheduling and issue resolution. The contractor is responsible for coordinating rides, performing cost comparisons to ensure lowest-price options, and maintaining communication with VA staff.
Additionally, the Government aims to determine if any existing contract vehicles for executing the proposed tasks would be a viable pathway. The details of the aforementioned requirement are found in RFI Attachment 1: Performance Work Statement Draft.
