About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick seeks a contractor to provide nationwide rideshare transportation services for Veterans enrolled in VHA Homeless Programs, with proposals due August 17, 2026. This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under 38 U.S.C. § 8127 and 13 CFR Part 128.
Place of performance encompasses all 50 states, the District of Columbia, and U.S. outlying areas: Puerto Rico, Northern Mariana Islands, American Samoa, Guam, and the U.S. Virgin Islands. The contractor shall coordinate, schedule, and pay for rideshare transportation to support Veterans experiencing or at risk of homelessness in accessing shelter, housing appointments, healthcare, community support services, court obligations, essential goods, and employment-related activities under the Elizabeth Dole 21st Century Veterans Healthcare and Benefits Improvement Act of 2025.
The contractor must establish and maintain separate rideshare accounts for each of 23 Veterans Integrated Service Networks (VISNs), develop a secure electronic interface platform compliant with VA cybersecurity and privacy requirements (including FedRAMP authorization if cloud-hosted), and provide 24/7/365 customer support. For all scheduled rides except last-minute requests, the contractor must conduct comparative price analysis of at least two rideshare providers and select the lowest-cost option, with monthly certification of compliance.
The not-to-exceed ceiling is $12,240,000, based on an estimated 360,000 standard rides and 10,000 expedited rides during the 12-month base period. An option to extend services for up to six months at specified rates, subject to prevailing labor rate revisions by the Secretary of Labor, is available. The contract is Time-and-Materials type. Amendment 0001, issued August 7, provided government responses to contractor questions; the proposal due date remains unchanged. Past performance references and SDVOSB eligibility verification are required. NAICS code is 485310, Taxi and Ridesharing Services.
