About this opportunity
The U.S. Army Corps of Engineers Fort Huachuca procures replacement of two 10-ton packaged air conditioning units for the Naval Computer and Telecommunications Station Regional Hub Node X-Band Terminal at Camp Blaz, Guam, with proposals due August 5, 2026. The procurement is a Women-Owned Small Business set-aside.
Place of performance is Barrigada, Guam. A mandatory site visit was held July 22, 2026, at 0900 Chamorro Standard Time at the Guam Remote Ground Terminal System at Camp Blaz; prospective contractors were required to notify the government by July 20, 2026, of their intention to attend.
The scope includes decommissioning and EPA- and Guam-compliant disposal of two existing Daikin legacy units; procurement and delivery of two new 10-ton packaged AC units with N+1 redundancy, R-410A or EPA-approved refrigerant, corrosion-resistant coatings, digital scroll compressors, and IEER efficiency meeting current Department of Energy standards; installation with electrical integration to the existing power panel (reusing existing conduits and wiring if serviceable, or providing new wiring as needed) and connection to existing ductwork per SMACNA standards; commissioning and functional performance testing; and final documentation including as-built drawings, operations and maintenance manuals, startup reports, and warranty certificates. All contractor personnel must be U.S. citizens eligible for base access to Camp Blaz and will be escorted by authorized personnel at all times. Ductwork replacement is limited to transition ductwork connected to the equipment only. Electrical work is restricted to replacing existing wires and conduits from the existing disconnect switch to the new unit. Copper tube/aluminum fin coils are acceptable. Both units must be worked on at the same time and may be replaced simultaneously. Trade Agreements Act compliance is not applicable.
The contract covers four firm fixed-price line items (NAICS 811213, PSC 4120) with a one-year performance period from August 10, 2026, to August 9, 2027. Award will be made on a lowest-priced technically acceptable basis. The contract includes a minimum two-year comprehensive warranty. FOB Destination applies; contractor-paid transportation is required. Offerors must provide detailed delivery lead times in exact calendar days and a detailed removal and installation project schedule.
