About this opportunity

The Department of Energy Consolidated Service Center-Oak Ridge is conducting market research through a Request for Information to identify qualified contractors capable of providing comprehensive support services for security and fire alarm systems across DOE facilities in the Oak Ridge valley. The required services encompass system planning, acquisition, installation, maintenance, and removal for security alarms, access control systems, closed-circuit television, and fire alarm systems, with particular emphasis on rapid response capabilities within 8-24 hours for emergency repairs. Contractors must demonstrate extensive commercial and technical knowledge of these systems, possess specific certifications including Hirsch, Honeywell, and Siemens training, and have experience supporting federal agency security and fire systems. The evaluation will focus on the contractor's relevant experience, staff certifications, ability to provide rapid response in Oak Ridge, Tennessee, small business status, and technical approach to lifecycle support improvements. Interested parties must submit a capabilities statement of no more than 10 pages by July 30, 2025, at 5:00 PM Eastern Time to Nicholas.brown@science.doe.gov.

This opportunity is designated as an 8(a) sole source set-aside, indicating the government's intent to award directly to a qualified 8(a) certified small business without full and open competition. The RFI specifically seeks information about contractors' small business certifications including 8(a), Service-Disabled Veteran-Owned, HUBZone, or Woman-Owned status to determine procurement approach eligibility. While no specific contract value or budget range is disclosed in this pre-solicitation notice, the scope encompasses multiple DOE facilities including OROC, OST, OSTI, and repeater sites throughout the Oak Ridge valley, suggesting a substantial ongoing support requirement. The government currently manages service agreements with contractors such as JCI for fire protection services, indicating existing contractual relationships that may inform the structure of future procurement. No timeline for contract performance is specified in this market research phase, though the emphasis on rapid response requirements and lifecycle planning suggests this would be a long-term support contract.
