About this opportunity
U.S. Customs and Border Protection (CBP) is requesting industry feedback on draft requirements for Non-Intrusive Inspection (NII) technologies, specifically Multi-Energy Portal (MEP) and Low-Energy Portal (LEP) systems designed to scan vehicles and conveyances for contraband, weapons, and illegal currency at U.S. border ports of entry. This is a Request for Information (RFI) rather than a formal solicitation, and CBP is seeking concise, actionable technical feedback that identifies what can and cannot be accomplished, with realistic timeframes, focusing on areas where requirements may be unclear, fail to capture latest technological capabilities, or inadvertently limit inclusion of newer proven technologies. Respondents should avoid submitting capability statements or generalized company information and instead provide expert analysis on the draft requirements themselves. The government will not provide direct responses to individual questions but will carefully consider all input to refine final requirements documents. Responses must be submitted using the CBP-provided "RFI Response Matrix" Excel format to contracting officers Aga Frys (aga.frys@cbp.dhs.gov) and Kaitlin Merli (kaitlin.h.merli@associates.cbp.dhs.gov) by November 19, 2025—fifteen calendar days from the November 4, 2025 posting date.
No set-aside designations apply to this opportunity. CBP plans to procure up to 20 MEP systems and 14 LEP systems in the base year with increasing quantities across four subsequent option periods, supporting a five-year contract period from September 30, 2026, through September 29, 2031. The total estimated contract value is approximately $551.9 million for an Indefinite Delivery/Indefinite Quantity (IDIQ) award structure with multiple potential awardees. Key numerical details include performance requirements of 96% operational availability for pre-primary screening systems and 95% for secondary systems, with Mean Time Between Failure standards of 3,000 hours for hardware and a maximum Mean Downtime of 110 hours. The contract encompasses comprehensive requirements spanning design, construction, installation, testing, training, lifecycle sustainment, maintenance, and on-demand services, with detailed performance metrics and quality assurance standards outlined across multiple technical attachments.
