About this opportunity
The U.S. Immigration and Customs Enforcement (ICE) Office of the Chief Information Officer is conducting a Request for Information (RFI) for Federal Financial Management System (FFMS) Infrastructure Operations and Maintenance (O&M) Support Services. This market research effort seeks to gather information about contractor capabilities to provide comprehensive technical support for ICE's financial management infrastructure, which serves ICE and seven other DHS components. The RFI requires potential contractors to demonstrate expertise in project management, infrastructure maintenance, independent verification and validation testing, and support for complex cloud-based financial systems hosted in AWS environments. Responses must be submitted electronically by March 13, 2025, at 11:00 AM ET, with a strict 10-page limit and specific formatting requirements. Contractors are expected to provide detailed information about their technical capabilities, past performance, proposed approaches, and potential labor categories through responses to 17 specific questions.
The procurement does not currently have a specific set-aside designation and will be categorized under NAICS code 541519 for Other Computer Related Services. The anticipated contract period spans from November 2025 through October 2030, including a two-month transition-in period, four 12-month option periods, an 8-month option period, and a two-month transition-out period. The contract requires three key personnel: a Project Manager, Systems Engineer, and Systems Architect, with work predominantly performed at contractor facilities and occasional visits to DHS locations in the Washington DC metro area. Standard work hours will be 7:00 AM - 7:00 PM EST Monday through Friday, with additional after-hours support required for critical processing periods. While no specific budget range is disclosed, the complexity of managing financial infrastructure for multiple DHS components suggests a significant potential contract value.
