1.1 Background
Federal Financial Management System (FFMS), a commercial-off-the-shelf (COTS) single integrated application, was acquired in 1997 by the U.S. Immigration and Naturalization Service (INS). The system transitioned to ICE when the department and agency were formed on March 1, 2003. As part of the transition, ICE became the financial service provider for seven other DHS Components Cybersecurity Infrastructure Security Agency (CISA), Office of Biometric Identity Management (OBIM), United States Citizenship and Immigration Services (USCIS), Science and Technology (S&T), Office of Health Affairs (OHA), and DHS Management (MGMT)) and FFMS continued as the financial system of record. ICE and its customers use FFMS to support the tracking and recording of transactions through each agency’s financial process. This data is immediately available only to authorized users within each agency.
The FFMS Infrastructure is the enterprise-wide solution that supports the delivery of FFMS to users and is composed of virtual resources that process, store, analyze, and direct the flow of FFMS data. The FFMS Infrastructure consists of production environment in Amazon Web Services (AWS) East and disaster recovery (DR) and test (UAT) environments in AWS West.
