This is a Request for Information (RFI) issued by the Federal Emergency Management Agency (FEMA), Logistics Management Directorate, for market research regarding its Supply Chain Management System (SCMS). FEMA seeks commercially available cloud-based Software-as-a-Service solutions to support the transition, implementation, operation, maintenance, modernization, and support of SCMS, which manages disaster-response logistics including order and inventory management, warehouse and transportation operations, asset visibility, and supply chain reporting. The anticipated requirement encompasses end-to-end supply chain visibility, procurement and enterprise-resource-planning interfaces, warehouse and transportation operations, in-transit visibility, point-of-distribution support, and financial reconciliation. The preliminary North American Industry Classification System code is 518210 (Computing Infrastructure Providers, Data Processing, Web Hosting, and Related Services), and the Product Service Code is DA10 (IT and Telecom - Business Application/Application Development Software as A Service). The anticipated period of performance is one 12-month base period with four 12-month option periods, with most work occurring at the contractor's facility. FEMA's current performance objective supports up to 400 concurrent users and 5,000 aggregate shipment-dispatch and receipt transactions per 24-hour period, with feedback sought on surge capacity implications for 1,000 concurrent users.
FEMA specifically requests industry input on contract type recommendations (Firm-Fixed-Price, Fixed-Price Incentive, Fixed-Price with Economic Price Adjustment, or alternatives), surge capacity and pricing mechanisms, small business set-aside viability, and any organizational conflicts of interest. Respondents must complete and submit the Vendor Streamlined Profile Matrix and Targeted Market Research Questionnaire in Excel format, a maximum four-page narrative response addressing acquisition engineering recommendations and industry capability statements, and optional comments via the Appendix A matrix. Responses must be submitted via email to jillita.bulluck@fema.dhs.gov, emely.winnert@fema.dhs.gov, and gene.garrett@fema.dhs.gov no later than 3:00 PM Eastern Time on Monday, January 4, 2027. Questions must be submitted by 9:00 AM Eastern Time on Monday, November 16, 2026. This RFI does not constitute a solicitation, commitment, or authorization to incur costs, and no contract will be awarded as a result. FEMA encourages responses from small business concerns, including those in the 8(a) program, HUBZone, service-disabled veteran-owned, and women-owned categories. The RFI requires identification of any proprietary information and prohibits submission of classified information, controlled unclassified information, or sensitive operational data.

1. EXECUTIVE OVERVIEW & STRATEGIC INTENT
1.1. Purpose: FEMA is conducting market research to identify commercially available capabilities and acquisition approaches for the transition, implementation, operation, maintenance, modernization, and support of its Supply Chain Management System (SCMS). FEMA will assess cloud-based Software-as-a-Service solutions or service models that provide end-to-end supply chain visibility and management for disaster-response commodities and equipment, including procurement and enterprise-resource-planning interfaces, warehouse and transportation operations, in-transit visibility, point-of-distribution support, and financial reconciliation.
1.2. Non-Binding Market Engagement: This RFI is issued solely for market research and acquisition planning purposes. It does not constitute a solicitation, request for proposal, request for quotation, commitment by the Government, or authorization to incur costs. No contract will be awarded as a result of this RFI. FEMA has not made final decisions regarding the requirement, acquisition strategy, competition approach, NAICS code, PSC, contract type, set-aside strategy, period of performance, or solicitation schedule. A response to this RFI is not required to participate in any future solicitation.
1.3. Acquisition Strategy and Contract Vehicle Considerations: FEMA will consider existing
DHS Department-wide and other available contract vehicles, as applicable, in developing its acquisition strategy. This RFI does not indicate a final decision to establish a new contract vehicle or conduct open-market procurement.
1.4. Small Business and Socioeconomic Participation: FEMA encourages capable small business concerns to respond to this RFI, including Small Disadvantaged Businesses, participants in the
Small Business Administration’s 8(a) Business Development Program, HUBZone small business concerns, service-disabled veteran-owned small business concerns, and women-owned small business concerns.
1.5. Proprietary Information and Disclaimers: Respondents shall clearly identify and mark the specific portions of their submissions that contain proprietary or trade-secret information. FEMA will handle properly identified information in accordance with applicable law, regulation, and
DHS policy. Respondents should not submit classified information, CUI, SSI, CVI, PCII, PII, SPII, credentials, system-vulnerability information, or other sensitive operational information in response to this RFI. FEMA may use non-proprietary technical information submitted in response to this RFI to refine the anticipated Statement of Work (SOW) or Performance Work
Statement (PWS).
2. MISSION CONTEXT & ENVIRONMENT
2.1. Mission Profile: FEMA’s LSD seeks industry input regarding continued operations, maintenance, modernization, and support of its SCMS. SCMS supports FEMA disaster logistics activities, including order and inventory management, warehouse and transportation operations, asset visibility, and supply chain reporting.
See the attached Draft SOW for detailed mission, functional, operational, and technical requirements.
2.2. Performance Timeline: Anticipated Period of Performance is one (1) 12-month base period with four (4) 12-month option periods.
2.3. Location of performance: Most work is anticipated to occur at the Contractor’s facility.
Government-site support, travel, and applicable FEMA locations are described in the Draft
SOW.
2.4. Core Constraints & Architecture: FEMA is considering a cloud-based SaaS solution or service model supporting integrated supply chain operations and approved system-to-system interfaces.
The Draft SOW describes the anticipated operating environments, interfaces, continuity requirements, mobile and radio-frequency capabilities, and performance objectives.
For planning purposes, FEMA’s current performance objective is support for up to 400 concurrent users and 5,000 aggregate shipment-dispatch and receipt transactions per 24-hour period. FEMA also seeks feedback on the cost, licensing, architecture, and performance implications of a potential future surge to 1,000 concurrent users.
2.5. Security and Safeguarding Considerations: The anticipated requirement may involve contractor access to FEMA information systems and information requiring safeguarding. Final security, privacy, personnel-suitability, facility-access, information-system, and safeguarding requirements will be established through applicable DHS/FEMA review processes and incorporated into any resulting solicitation. Respondents should identify the security authorization status, service model, authorization boundary, and material dependencies associated with any proposed cloud-based solution.
The Draft SOW identifies anticipated requirements for FedRAMP-authorized cloud services, PIV-enabled authentication, role-based access, encryption, audit logging, incident reporting, continuous monitoring, vulnerability management, and Section 508 accessibility.
2.6. NAICS and PSC Classification: The following NAICS and PSC are preliminary for market research purposes and may be revised before solicitation.
