The procurement encompasses complete FTTD infrastructure installation on the second floor serving approximately 96 endpoints with four fiber strands per desk, along with Video Teleconferencing (VTC) system installation across multiple conference rooms on the first, second, and third floors. Key requirements include 100% testing and certification of all fiber optic strands to TIA/EIA standards, installation of a dedicated Intermediate Distribution Frame (IDF) on each floor, procurement of lockable patch panels and supporting materials, labeling per ANSI/TIA-606-C standards, and delivery of complete as-built documentation within 14 days of installation completion. The contractor must also coordinate installation activities to minimize operational disruption and comply with Davis-Bacon prevailing wage requirements. All questions regarding the RFI must be submitted by 1:00 PM ET on March 6, 2026, with answers posted to SAM.gov no later than March 11, 2026, and a mandatory site visit is scheduled for March 2, 2026, at Hanscom AFB with pre-registration required by February 25, 2026.

This opportunity is designated as a 100% Total Small Business Set Aside under Product Service Code N059 and NAICS Code 238210 (Electrical Contractors and Other Wiring Installation Contractors). No incumbent contractor or current contract award value is identified in the RFI materials. The FTTD installation involves approximately 200 total fiber strands with TAA-compliant Multi-Mode Duplex LC/LC OM4 OFNP specifications, while the VTC work includes installation of secure displays, ceiling speakers, table microphones, KVM switches, and associated A/V infrastructure across multiple conference rooms with a 30-day period of performance and ASAP completion target. The Government will provide certain equipment including 96 SFP transceiver modules for the FTTD system and Cisco Room Kit cameras for the VTC systems, with network programming and connectivity handled by the 66th Air Base Group Communications and Operations Integration team. This is a Request for Information issued for market research purposes only and does not obligate the Government to award a contract or reimburse respondents for proposal preparation costs.
