About this opportunity

The Department of Veterans Affairs seeks reverse osmosis and deionization system modifications at the Minneapolis VA Health Care System, with quotes due October 23, 2026, at 12:00 PM Central time. This is a commercial acquisition under FAR Part 12, issued as a Request for Quote with Lowest Price Technically Acceptable evaluation.

Place of performance is the Minneapolis VA Health Care System, 1 Veterans Drive, Minneapolis, Minnesota 55417. The period of performance runs November 1, 2026, through January 31, 2027, with target substantial completion 60 calendar days after Notice to Proceed.

The primary scope separates the Sterile Processing Service (SPS) deionization critical water loop from the laboratory loop and reconnects SPS entirely to the existing reverse osmosis critical water loop. Work includes disconnecting and isolating two unused DI sinks in rooms BB-137 and BD-112; installing twelve ST108-compliant flushing and testing ports on the RO loop at points of use; installing four AAMI ST108-compliant steam sampling ports on steam sterilizers with condensate conversion components; installing a new UV sterilizer (Culligan CUVR5-555 or equivalent at 58 gpm) and a seven-cartridge filtration housing with 20-inch endotoxin filters; replacing six RO membranes (4x40 inches), the low-pressure switch, and the existing 20-inch 5-micron RO prefilter; and sanitizing both systems post-installation. All work requires coordination with the Contracting Officer Representative to avoid disruption to SPS and Laboratory operations.

Contractor qualifications must include manufacturer training certificates for AmeriWater RO/DI and Culligan or equivalent UV systems (lead technician only); recognized water treatment technician certification such as Certified Water Technologist; state-licensed journeyman or master plumber certification or equivalent mechanical piping certification (may be satisfied by subcontractor with Minnesota licensure); and documented experience with medical-grade RO/DI systems and ST108 testing. Personnel must comply with OSHA 10 and OSHA 30 requirements and obtain VA vendor badges and an Infection Control Risk Assessment permit for sterile processing work.

A mandatory site visit is scheduled October 15, 2026, 7:00–8:00 AM at room 2G-146 on the second floor of the Minneapolis VA Medical Center Campus. Technical questions are due October 19, 2026, at 5:00 PM Central time. The NAICS code is 238220 with a size standard of $19 million. The acquisition is unrestricted, and the VA anticipates one Firm Fixed Price award. Amendment 0001, issued October 21, 2026, addresses offeror questions and clarifies scope, qualifications, and operational constraints; no additional questions will be accepted after this amendment.
