About this file
This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration for Minnesota and Wisconsin counties, effective May 13, 2026 (Wage Determination No. 2015-4945, Revision 31).
The wage determination establishes prevailing wage rates for service contract employees across multiple occupational categories including administrative support, automotive service, food preparation, health occupations, information technology, instructional, maintenance and repair, materials handling, protective services, recreation, technical, and transportation roles. Rates vary by occupation level and specialty, ranging from approximately $12.71 per hour for entry-level positions like waitstaff to $52.45 per hour for specialized roles such as flight instructors and air crew training device instructors. All listed occupations receive fringe benefits of $5.55 per hour up to 40 hours weekly ($222.00 per week or $962.00 per month), with an additional $5.09 per hour ($283.60 per week) when compensating employees on SCA-covered contracts also covered by Executive Order 13786. The determination requires two weeks paid vacation after one year of service, a minimum of eleven paid holidays annually, and includes special provisions for computer professionals, air traffic controllers, weather observers, hazardous duty differentials (8% for high-hazard work and 4% for low-hazard ordnance work), night pay differentials for air traffic controllers (10% for night shifts and 25% Sunday premium), and uniform allowance reimbursement at $1.35 per week or $3.35 weekly for cleaning costs where applicable.
