About this file

This document is Amendment 0001 to Solicitation 36C26327Q0053, issued by the Department of Veterans Affairs Network Contracting Office 23 on October 21, 2026, for the Minneapolis Health Care System. The amendment serves to answer offeror questions regarding the solicitation. No additional offeror questions will be accepted after this amendment, and the solicitation close date remains 12:00 PM Central on October 23, 2026.

The underlying solicitation pertains to SPS - RO System Modifications at the Minneapolis VA Health Care System. The project objective is to separate the Laboratory and Sterile Processing Service (SPS) Deionization (DI) critical water loop and reconnect it to the existing Reverse Osmosis (RO) critical water loop, consolidating SPS entirely onto the RO system. The contractor must separate DI main loops in the interstitial space, disconnect unused DI sink supply and return lines, remove obsolete piping, reconnect lines to the RO branch system, and isolate two unused sinks in rooms BB-137 and BD-112. Additionally, the contractor shall install twelve ST108-compliant flushing and testing ports on the RO loop, a new UV sterilizer (Culligan CUVR5-555 or equivalent at 58 gpm), a seven-cartridge filtration housing with 20-inch endotoxin filters, four AAMI ST108-compliant steam sampling ports on steam sterilizers with condensate conversion components, replace the RO low pressure switch, replace six RO membranes (4x40 inches), and replace the existing 20-inch 5-micron RO prefilter. The contractor must sanitize both systems post-installation, coordinate all work with the Contracting Officer Representative (COR) to avoid disruption to SPS and Laboratory operations, and submit daily performance logs. Contractor qualification requirements include manufacturer training certificates for Ameri Water RO/DI systems and Culligan or equivalent UV sterilizers, recognized water treatment technician certification (such as Certified Water Technologist), state-licensed journeyman or master plumber certification, and proof of prior experience with medical-grade RO/DI systems and ST108 testing. A mandatory site visit is required to verify existing equipment. The anticipated substantial completion is 60 calendar days after Notice to Proceed, with work scheduled Monday through Friday outside normal business hours (6:00 AM–5:00 PM), excluding federal holidays. All contractor personnel must comply with OSHA 10 and OSHA 30 requirements, maintain a safe working environment, obtain VA vendor badges, check in with the COR upon arrival, and acquire an Infection Control Risk Assessment (ICRA) permit for work in the sterile processing area. Contractor parking must be coordinated with the COR, and a $50 charge applies for unreturned badges.

Scope of Work

Project Name: SPS - RO System Modifications

A. Introduction :

a. The objective with this project is to separate the Laboratory and Sterile Processing

Service (SPS) Deionization (DI) critical water loop and tie in the SPS DI water loop to the existing Reverse Osmosis (RO) critical water loop. This would put SPS entirely on the RO critical water loop, and the Laboratory would be on the DI critical water loop.

Cutting and bypassing the two sinks in the lab that do not get used, will remove these two dead legs from the DI critical water loop. This project will also add an additional level of filtration by installing a new Ultraviolet (UV) sterilizer and multi-cartridge filtration system on the RO critical water loop as well as adding all the required testing ports to the RO system and the steam sterilizers as required by ST108 testing standards.

B. Statement of Work:

a. Contractor shall provide all labor, tools, equipment, and materials required to perform the work outlined below. This work includes but is not limited to:

i. Separate the SPS DI main critical water loop from the DI Loop in the interstitial space above room BA-101. For more information see “DI and RO Loop Plan- Current”, “Critical Water Loop Plan-New”, and “DI Pipes after Separation”, attached.

ii. Reconnect the DI 1 ¼” line that goes to the lab with 90-degree fittings. For more information see “DI Pipes after Separation”, attached.

iii. Disconnect the two ½” DI sink supply and returns. Disconnect the 1 ¼” supply and return lines that go through the interstitial floor from the now old 1 ¼” DI main branch lines. See drawing -2

iv. When all lines are disconnected from the SPS side of the main DI loop, remove the 1 ¼” schedule 80 main DI loop in the interstitial. See drawing -2

v. Reconnect the two 1/2” DI Sink supply and return lines to the 2” main RO branch supply and return lines. Reconnect the 1 ¼” DI supply and return lines going through the interstitial floor to the 2” main supply and return RO branch lines. see drawing -2 for more information.

vi. Add 12 ST108 compliant flushing and testing ports to all points of use on the RO critical water loop. See “RO Test Ports to Add” attached for more information.

vii. Install new UV Sterilizer, Culligan CUVR5-555 or equivalent, with the following specifications:

1. Rated at 58 gpm

2. Modular control panel with LED display for UV output, remaining lamp life, total running hours

3. Audible and visual lamp failure

4. Remote on and solenoid ready

5. 316 L stainless steel chamber material, polished reactors

6. Integral sensor port to allow for sensor upgradeability in the future

7. Two NPT connections.

viii. Install new multi cartridge filter housing for the RO system to the Shelco 7 round by 20 inch filter housing holds 7 filters total, 20 inch Endotoxin Ameriwater Final Filters, or equal.

ix. Isolate the DI water lines to sink in rooms BB-137 and BD-112. These sinks are not used and need to be isolated at the main loop in the interstitial and main supply and return loop lines tied back together at each location. See “DI Sinks to Remove from DI Loop” for more information.

x. Sanitize RO and DI critical water loop after installation.

xi. Install four (4) AAMI ST108‑compliant steam sampling ports, with one port installed on each of the four steam sterilizers. These sampling ports shall be equipped with the required components to condense the steam sample into water.

The contractor shall provide all labor, materials, and equipment necessary to convert the sampled steam into a liquid condensate prior to analysis, ensuring full compliance with all AAMI ST108 steam sampling requirements. See “Steam Test Port Additions” and “Steam Sterilizer Header and Unit Test Port Details” for more information. The following are tasks that may be required to perform this task:

1. Demo and reinstall steam lines within access area behind sterilizers to accommodate new steam testing stations

2. Rework existing domestic water lines within access area behind sterilizers to accommodate new steam testing station, if required

3. Demo existing condensate drains within access area behind sterilizers going to sanitary sewer

4. Install new condensate returns within access area behind sterilizers through interstitial floor back to condensate return located above in interstitial.

xii. Replace the existing RO low pressure switch max pressure 220 PSI, on: 8 PSI, off: 20 PSI. See “Low Pressure Switch – Micron Filter,” attached.

xiii. Replace six existing RO membranes, 4 x 40 inches. See “RO Membranes 4x40in”, attached.

xiv. Replace existing 20” 5- micron RO prefilter. See “Low Pressure Switch – Micron Filter,” attached.

b. The Contractor shall work with the COR to schedule the RO system shutdown so that SPS or Laboratory operations are not affected. Any shutdown of water lines, equipment, or systems shall also be coordinated with the COR.

c. All work performed within the SPS shall be scheduled in advance and coordinated with the COR. Work hours may vary based on SPS operational requirements. The Contractor shall maintain flexibility in scheduling and perform the work at times designated and approved by the COR to minimize disruption to SPS operations and ensure continuity of services.
