About this opportunity

This Broad Agency Announcement from the Air Force Research Laboratory seeks white papers and proposals for innovative research concepts to develop, test, and validate personalized training approaches for airmen. Focus areas include measuring and modeling airman expertise and performance, as well as rapidly developing cognitive models and validating new synthetic agents and teammates. Total estimated funding is $67.15 million over five years, with multiple awards from $2-10 million anticipated. White papers are due by December 16, 2024 and requests for full proposals will be issued thereafter.

There is no set-aside designation. The main NAICS code is 541712, and the PSC code is R425. Potential performers include incumbent contractors supporting the 711th Human Performance Wing's Research, Development, Test and Evaluation Directorate. Place of performance will be within the United States. The BAA has been amended to change technical points of contact and submission instructions for white papers, which must now be sent electronically to two contracting officers by the December 2024 deadline.

Notice text

This effort is an open BAA soliciting innovative research concepts in the development, test, and validation of training approaches to learning and performance. This program deals with science and technology development, experimentation, and demonstration in the areas of improving and personalizing individual, team, and larger group instructional training methods for the airman. The approaches relate to competency definition and requirements analysis, training and rehearsal strategies, and models and environments that support learning and proficiency achievement and sustainment during non-practice or under novel contexts. This science and technology effort falls broadly under the categories of personalized learning, readiness, and cognitive modeling. Within these areas, the areas of focus include measuring, diagnosing, and modeling airman expertise and performance, rapid development of models of airman cognition and specifying and validating, both empirically and practically, new classes of synthetic, computer-generated agents and teammates.
