Added: Jan 29, 2018 8:46 am The Naval Research Laboratory is engaged in the Research and Development (R&D) of advanced passive electronic warfare systems to provide immediate and long-range contributions to the advancement of Navy Electronic Warfare (EW) programs. The Electronic Warfare Support Measures (ESM) Branch is engaged in R&D of advanced passive electronic warfare systems and requires subject matter expertise to provide Digital Signal Processing (DSP) and Software Development to conduct research in several disciplines.


The scope of this contract is to perform R&D efforts associated with RF Analog-to-Digital Conversion (ADC) Hardware Integration, Digital Signal Processing (DSP) Software Development, Electronic Support (ES) Software Development, Software Validation and Verification, and Configuration Management and Control.



This is a Pre-Solicitation Notice, No solicitation has been issued; therefore, do not request a copy of the solicitation. It is the potential offeror's responsibility to monitor Federal Business Opportunities (FBO) website (www.fbo.gov) for the release of a solicitation, amendments (if any), or other documents relating to this procurement.



Anticipated Request for Proposal (RFP) Release Date is estimated to be: Mid-February 2018 to Mid-March 2017



Work is to be performed on-site at the Naval Research Laboratory, Washington, DC. and other government facilities as required.



The Government anticipates the award of a single award indefinite-delivery, indefinite-quantity (IDIQ) contract with an ordering period of five years and total maximum ordering quantity of $9 million.



Task orders are expected to be issued as cost-plus-fixed-fee (CPFF) and/or Cost Reimbursable (CR).



Award will be made based on the best value to the Government through the tradeoff source selection process.



The Government does not intend to acquire a commercial item using FAR Part 12.
