NGA at Matthew.A.Hoffman@nga.mil prior to the proposal due date.

VOLUME 5 – Small Business Subcontracting Plan

To promote small business participation, this solicitation establishes a minimum

10. Exemptions:

• Small Businesses: If the Offeror represents itself as a Small Business prime, it is exempt from submitting a Subcontracting Plan.

• Valid Justification: If a Large Business Offeror is unable to meet the 10% target, it must provide a detailed, valid written justification demonstrating why subcontracting is not possible or feasible for this commercial software requirement. A valid justification must demonstrate, with supporting market research or other evidence, that no small businesses possess the requisite capabilities to perform the work, or that the proprietary nature of the commercial software precludes subcontracting opportunities.

3.3 Offeror Feedback / "No-Bid" Response

The Government is highly interested in promoting competition. If your company is a qualified provider of TERPS or aeronautical software but chooses not to submit an offer in response to this solicitation, you are encouraged to submit a brief email to the Contracting Officer at Matthew.A.Hoffman@nga.mil indicating the specific reasons why (e.g., overly restrictive requirements, delivery timelines, pricing structure, etc.). This feedback is invaluable for helping the Government understand current market barriers and refine future solicitations.

4.0 EVALUATION FACTORS FOR AWARD (FAR

52.212-2 ADDENDUM)

4.1 Basis for Contract Award

The Government will award a single contract resulting from this solicitation to the responsible Offeror whose proposal represents the Best Value to the Government, utilizing a Best Value Tradeoff process in accordance with FAR Subpart 12.2.

The evaluation factors are:

11. Factor 1: Technical/Management (Significantly more important than Price)

12. Factor 2: Past Performance (More important than Price)

13. Factor 3: Price (Evaluated for fairness and reasonableness; not numerically scored)

14. Factor 4: Small Business Subcontracting Plan (Evaluated on an

Acceptable/Unacceptable basis)

The Technical/Management and Past Performance factors, when combined, are significantly more important than Price. The Government intends to award without discussions; however, the Government reserves the right to conduct them if determined necessary.

The Government may utilize Comparative Evaluation procedures to compare proposals side-by-side to determine which offer provides the absolute best value to the Government.

4.2 Factor 1 – Technical/Management Evaluation

The Technical/Management Volume will receive a single, combined adjectival/risk rating based on the evaluation of Sub-factors 1.1, 1.2, and 1.3.

Color Rating Adjectival Rating Description

Blue

Outstanding Proposal demonstrates an exceptional approach and understanding of the requirements, contains multiple strengths and/or at least one significant strength.

Purple

Good Proposal demonstrates a thorough approach and understanding of the requirements and contains at least one strength or significant strength.

Green Acceptable Proposal demonstrates an adequate approach and understanding of the requirements.

Yellow Marginal Proposal has not demonstrated an adequate approach and understanding of the requirements.

Red Unacceptable Proposal does not meet requirements of the solicitation and, thus, contains one or more deficiencies and is un-awardable.

4.3 Factor 2 – Past Performance Evaluation

Past performance will be evaluated for recency, relevancy, and quality of customer feedback, resulting in a Confidence Assessment rating:

• Substantial Confidence: High expectation of successful performance.

• Satisfactory Confidence: Reasonable expectation of successful performance.

• Unknown Confidence (Neutral): No recent/relevant record is available.

Evaluated neither favorably nor unfavorably.

• Limited Confidence: Low expectation of successful performance.

• No Confidence: No expectation of successful performance.

4.4 Factor 3 – Price Evaluation

The Government will evaluate the proposed prices for reasonableness. The Total

Evaluated Price (TEP) will be calculated by summing the total proposed price for the 3-year period (Base and 2 Option Years) plus the calculated six-month extension under FAR 52.217-8 (evaluated as 50% of the Option Year 2 price). Price reasonableness will be determined by comparing the TEP to the Independent

Government Estimate (IGE) and other competitive offers.

4.5 Factor 4 – Small Business Subcontracting Plan

Evaluation

The Small Business Subcontracting Plan (Volume 5) will be evaluated on an

Acceptable/Unacceptable basis:

• Acceptable: The Offeror is a certified Small Business, OR the Large Business

Offeror’s Subcontracting Plan meets or exceeds the minimum 10% small business subcontracting goal, OR the Large Business Offeror has provided a detailed, valid written justification deemed acceptable by the Contracting Officer explaining why subcontracting is not feasible.

• Unacceptable: A Large Business Offeror fails to submit a Subcontracting Plan, fails to meet the 10% goal, or fails to provide an acceptable, validated justification for not meeting the goal. Proposals evaluated as Unacceptable under this factor are ineligible for award.
