About this opportunity

The Department of the Air Force Space Command is seeking heavy lift crane support services for the Minotaur IV mission at Vandenberg Space Force Base through a Request for Quote (RFQ) FA461025Q0059. The procurement requires a contractor to provide two mobile cranes capable of lifting 136,000 pounds in tandem, along with certified crane operators, riggers, and range safety-approved lift plans to support three critical operations: offloading the Minotaur IV 1st stage in August 2025, offloading the 2nd and 3rd stage containers in August 2025, and onloading empty stage containers post-mission in December 2025/January 2026. Contractors must have expertise in crane operations for explosive payloads and experience lifting live rocket motors, with all equipment meeting UL/ETL approval standards. The government will evaluate quotes based on the lowest-priced offeror's technical approach and total evaluated price, with the intent to award to the responsible offeror providing the best value without establishing a competitive range or conducting discussions. Questions are due by July 21, 2025, at 1:00 PM PDT, and quotes must be submitted by July 24, 2025, at 1:00 PM PDT.

This procurement is conducted under Full and Open Competition with no set-aside designation, targeting specialty trade contractors under NAICS code 238990 with a size standard of $19,000,000. No incumbent contractors are identified in the solicitation documents, and no specific award values or budget ranges are disclosed in the available materials. The contract will provide three days of operational support per request for each of the three crane operations, with potential additional days if problems arise during the lifting operations. All work will be performed at Building 1800 at Vandenberg Space Force Base in Lompoc, California, with contractor access through the Lompoc Gate. The contract will be structured as a Firm Fixed Price arrangement with five contract line items for crane-related services, and all offerors must be registered in the System for Award Management (SAM) to be eligible for award.
