The comprehensive interior renovation project includes replacing door locksets, repairing ceramic tiles, installing new vinyl composite tile flooring, replacing windows, applying epoxy floor coating, repainting walls, upgrading electrical systems with LED lighting and industrial ceiling fans, and moving partitions. Proposals will be evaluated on two primary factors: Technical Approach (rated as Superior, Acceptable, or Unacceptable) and Price (evaluated for completeness and reasonableness), with the government reserving the right to award to a higher-rated technical proposal even if it is not the lowest-priced offer. The solicitation requires contractors to be U.S. citizens with English proficiency and mandates compliance with Davis-Bacon wage determination NC20250122, safety regulations, and strict security protocols including iWATCH training. A mandatory site visit is scheduled for August 19, 2025, at 12:00 PM Eastern Time, with the proposal submission deadline set for September 3, 2025, at 12:00 PM Central Time.
This procurement is designated as a total small business set-aside, restricting competition to small businesses registered on SAM.gov. The project magnitude is estimated between $25,000 and $100,000, with the government intending to award a single firm-fixed price contract. All construction work must be completed within 45 calendar days of receiving the Notice to Proceed, with work hours limited to 7:30 AM through 4:00 PM, Monday through Friday. The contractor must provide a minimum one-year warranty on all materials and workmanship, and depending on the final contract value, may be required to provide bid guarantees, performance bonds, payment bonds, or alternative payment protections. Work will be performed at Building 766 located at Pope Field, North Carolina, with the contractor required to coordinate closely with the 43rd Air Mobility Operations Group throughout the project duration.
