The National Park Service seeks proposals for construction addressing contaminated debris removal, replacement of a maintenance storage facility, and road drainage improvements at Sunset Crater Volcano National Monument in Arizona, with proposals due May 22, 2026 at 12:00 PM Mountain Daylight Time and questions due May 5, 2026. Place of performance is Sunset Crater Volcano National Monument in Flagstaff, Arizona. The project comprises four lump-sum contract line items: replacement of the maintenance storage facility; removal and cleanup of a contaminated debris field; FR 545 culvert road drainage improvements; and Bonito Meadow culvert road drainage improvements. Work must be performed in phases, with the FR 545 and Bonito Meadow culverts completed during a scheduled road closure from September 21 through October 22, 2026, with beneficial occupancy required by October 21, 2026. The contractor must begin performance within 15 calendar days of notice to proceed and complete all work within 188 calendar days.

The project is valued between $1,000,000 and $5,000,000. Davis-Bacon prevailing wage standards apply; Arizona wage determinations covering Coconino, Mohave, and Yavapai Counties establish rates for carpenters, electricians, pipefitters, and other trades. The contractor must obtain all permits including NPDES, electrical utility hookup, traffic control, hazardous waste removal, and stormwater pollution protection plans. Performance and payment bonds and an offer guarantee of 20 percent of total proposal price or $3,000,000 (whichever is less) are required within 15 calendar days of award. Proposals must allow at least 90 calendar days for government acceptance.

Evaluation uses a best value tradeoff process weighing technical approach, schedule, management approach, project experience, key personnel experience, and past performance as non-price factors against proposed pricing. Proposals submitted electronically in two separate volumes (Technical and Business/Price) must acknowledge all three amendments (0001, 0002, and 0003, the latter incorporating Questions and Answers dated May 12, 2026 and updated specification sheets). A virtual pre-proposal conference and site visit occurred April 29, 2026.
