About this file
This is a Questions and Answers document for Solicitation #140P2026R0008, SUCR 333890, issued by a federal agency (USFS/NPS) for a construction project to address contaminated debris, replace a maintenance storage facility, and address road drainage issues.
The project encompasses three phases of work: Phase One involves construction of a Maintenance Storage Facility warehouse building and fenced enclosure (Area 01); Phase Two consists of removal and cleanup of a Contaminated Debris Field (Area 02); and Phase Three covers construction of the FR 545 Culvert and Bonito Meadow Culvert (Areas 03 and 04) during an FR 545 Road Closure from September 21–October 22, 2026, with beneficial occupancy required by October 21, 2026. The anticipated Notice-to-Proceed date is July 1, 2026. The project is not tax exempt and requires contractor-furnished permits including NPDES, electrical utility hookup, traffic control, digging/excavation, hazardous waste removal, and stormwater pollution protection plans. Metal debris removal is required including antimony, lead, benzo(a)pyrene, vanadium, and thaladium. Contractors must hire a surveyor for staking, submit a Quality Control Plan including third-party inspections, and provide native plant seeding for culvert areas. The metal building requires minimum R-19 insulation for exterior walls and R-30 for the roof, with a 20 PSF minimum snow load, G90 galvanized steel sheet specification, and aluminum or Industrial Link privacy slats for fencing. Contractors may perform additional geotechnical investigations at no government cost. The proposal submission deadline was extended to May 22, 2026, with a May 5, 2026 questions deadline. Projects used for past performance and project experience evaluations must be completed, not ongoing, and may be submitted in Primavera P6 Gantt chart format.

It is permissible for the Superintendent, SSHO, and QC Manager to be the same individual, provided that sufficient oversight of the project site is maintained.
Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
The period of performance begins after notice-to-proceed is issued by the Contracting Officer. Per spec 01 31 00 para 1.4.A, these accepted division 01 submittals are required prior to mobilization. It is recommended to confirm material / equipment lead times prior to notice-to-proceed is issued.
The contractor will need to submit a time-impact-analysis to provide justification to extend the period of performance. See spec 01 32 16 para
3.2. Unforseen, industry-wide disruption may be a justified extension of the period of performance, contingent on government approval of the time-impact-analysis.

2. Phase Two (Area 02): Consists of the removal and cleanup of the Contaminated Debris Field.
3. Phase Three (Areas 03 and 04): Consists of both the FR 545 Culvert and Bonito Meadow Culvert.
a. This Phase of Work shall occur during the FR 545 Road Closure beginning September 21, 2026, and shall have Beneficial Occupancy complete no later than October 21, 2026.
b. FR 545 shall be closed September 21, 2026, and be safely opened to public motorized traffic on or before October 22, 2026. Public access will not be allowed during the FR 545 Road Closure. The Contractor shall provide administrative access for the USFS to the Group Campground (O'Leary Group Site) during the FR 545 Road Closure during the roadway closure between September 21, 2026, and September 28, 2026.

NPS/Park staff will remove the pile of rocks near the burned area & vehicles prior to the start of the contract.
The geotechnical report was taken near the site for the metal building but not at the same area.
Please advise if this report will be used for construction or will a second report need to be developed?
No additional geotechnical investigations are planned by the Government.
As noted in Specification Volume II, Appendix A (page 27 of 148), geotechnical borings B‑1, B‑2, and B‑3 were performed on July 20, 2006 in close proximity to the proposed metal building location. The associated boring logs are provided on pages 28–30.
Following award, the Contractor may elect to perform additional geotechnical borings or subsurface investigations as needed to support its Shop Drawing submittals, including the design of the Metal Building System (Section 13 34 19). Any such investigations shall be performed at no additional cost to the Government.
For the fence installation, the specifications section 32 31 13 - 2 Chain Link Fences and Gates, 2.04 C Privacy slats, calls out galvanized steel strips, sized to fit fabric weave.
