About this opportunity
The United States Air Forces in Europe and Africa (USAFE-AFAFRICA), through the Air Force Installation Contracting Center (AFICC) 764th Enterprise Sourcing Squadron (ESS), is conducting market research to identify sources for professional knowledge-based services supporting its mission across the European Theater and other Areas of Responsibility. The services sought include program management, technical expertise, administrative support, and other specialized services required to maintain operational effectiveness and responsiveness to evolving mission requirements. Key qualifications and objectives focus on contractor experience supporting USAFE-AFAFRICA operations, personnel management capabilities in overseas NATO Status of Forces Agreement (SOFA) environments, and understanding of logistical support cost structures in the region. The RFI seeks industry input on contracting strategy preferences, pricing methodologies, commercial item determinations, proposal lead times, and the relative merits of utilizing the GSA OASIS+ vehicle versus establishing a new 764 ESS Indefinite Delivery Indefinite Quantity (IDIQ) contract. Responses to the Request for Information must be submitted by 1:00 PM local Ramstein, Germany time on April 2, 2026, and should not exceed 50 pages formatted in single-sided Times New Roman 12-point font with required cover sheet information.
This RFI contains no set-aside designations and represents market research only, with no contracts to be awarded from this notice and no current solicitation available. The estimated ceiling for a potential future 764 ESS IDIQ contract is $500 million or more, though this figure is preliminary pending market feedback. No incumbent contractors are identified in this pre-solicitation notice. The RFI comprises 23 detailed questions designed to inform the government's acquisition strategy, with industry responses becoming Government property upon submission. Interested parties should mark any proprietary or competition-sensitive information clearly, and potential contractors may be contacted for clarification purposes. Respondents are advised that no contract entitlements will arise from this submission, no funds have been authorized or appropriated for this effort, and this RFI is not an invitation to bid or an obligation to acquire services.
