2. Describe your company’s experience managing a significant number of personnel in an overseas environment. In your response, please detail the largest number of North Atlantic Treaty Organization (NATO) Status of Forces Agreement (SOFA) status or Ordinary Residents (OR) personnel you have supported on a single contract/task order, the geographic locations, what tasks can be done stateside, and the management structure you implemented to manage the contract such as company’s on site program management.

3. There are five iterations of Advisory and Assistance Service (A&AS) type contracts awarded by 764 ESS. What did you like or dislike about previous contracts? What would you like to see for this follow-on effort?

4. To help us design an acquisition strategy to reduce performance risk and administrative burden, please identify three challenges your company has experienced performing services in the AOR? What could the Government do to mitigate those challenges?

5. Does your company hold a contract under General Services Administration (GSA) One

Acquisition Solution for Integrated Services Plus (OASIS+)? If yes, please provide contract numbers and task order numbers. If yes, has your company submitted a proposal in response to a Fair Opportunity Proposal Request (FOPR) under the GSA OASIS+ contract or another GSA Schedule? If so, please provide samples of technical factors and/or evaluation criteria that worked well.

6. From your experience, what are the advantages and disadvantages of utilizing existing

Government-wide Acquisition Contracts (GWACs) such as GSA OASIS+ compared to establishing a follow on 764 ESS Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Contract (MAC)?

7. To assist the Government in making a potential Commercial Item Determination per Federal

Acquisition Regulation (FAR) Part 12, please provide your assessment of the services anticipated under this acquisition. The primary service areas include, but are not limited to:

9. Would your company consider submitting an IDIQ proposal for the follow-on effort with 764

ESS supporting USAFE-AFAFRICA with an estimated ceiling value of $500M or more?

What key factors would influence your decision?

10. Would your company consider submitting a proposal supporting all USAFE-AFAFRICA current efforts under one large, consolidated Task Order (TO) using GSA OASIS+ or A&AS V successor?

11. What are the anticipated proposal lead times required for either priced or unpriced proposals?

A&AS IV had pre-priced labor rates, while A&AS V was unpriced. What would you prefer and why?

13. Have you competed for an effort that used non-traditional evaluation methodologies?

Traditional evaluation methodologies are Lowest Priced Technically Acceptable (LPTA), Past Performance Tradeoff etc. If so, did you compete on a Highest Technically Rated Offeror (HTRO) or 2HTRO and what is your experience with those approaches?

14. In your opinion, what are the strongest predictors for successful performance on a contract?

Detail industry best practices to measure performance and metrics.

15. At the TO level, what is the minimum dollar value you would consider proposing on? Does the contract type influence your decision?

17. At the TO level, what are the key factors that drive your corporate bid/no-bid decisions for opportunities within the USAFE-AFAFRICA AOR?

18. At the TO level, what is the typical Transition Period required for requirements with 5 or less positions, 10 or less positions, and more than 10 positions?

Office (DOCPER) process?
