About this opportunity
The Defense Logistics Agency Troop Support is conducting market research through a Request for Information closing October 15, 2026, regarding a potential five-year OCONUS Subsistence Prime Vendor contract for full-service food support across the Hawaiian Islands.
The contract encompasses approximately 50 land-based and homeported ship locations plus visiting Navy ships serving the Army, Air Force, Navy, Marine Corps, Coast Guard, and Department of State. The estimated value is $480 million over five years. Work is performed throughout the Hawaiian Islands.
Required services include sourcing, receiving, consolidating, and warehousing food items; inventory management; quality control and assurance; inspections; transportation and security; personnel management; electronic order acceptance with skip-day delivery capability (orders placed Monday delivered Wednesday); emergency same-day delivery support; and extensive reporting. Vendors must accommodate surge requirements up to 300 percent above normal orders within 45 days of contingency and commercially airlift not-in-stock items from CONUS at their own expense.
The contract is subject to the Berry Amendment, requiring that food items be grown, reprocessed, or produced in the United States or its possessions, and the Cargo Preference Act. Vendors must store Operational Rations and Government Furnished Material at their facilities.
Responses to 14 specific questions addressing company capabilities, experience, facility infrastructure, and regulatory compliance must be submitted by email to Gwen.B.Garcia@dla.mil and Steven.Bogrette@dla.mil no later than noon Philadelphia time on Thursday, October 15, 2026. This RFI is for market research only and does not constitute a commitment for award or future business.
