About this opportunity
The Defense Logistics Agency Troop Support Subsistence is conducting a Request for Information (RFI) to gather market research for a potential five-year Subsistence Prime Vendor (SPV) contract supporting military and federally funded customers throughout the Island of Okinawa. The comprehensive food support contract will serve approximately 65 land-based locations and visiting Navy ships, including customers from the Marine Corps, Air Force, Navy, Army, and Department of State. Key contract requirements include sourcing food and beverage items, warehousing, inventory management, transportation, electronic order processing, and extensive reporting. Vendors must demonstrate compliance with the Berry Amendment for U.S.-sourced products, capability to provide Local Market Ready items, and fresh produce from the local economy. The RFI requires interested vendors to submit detailed responses by February 28, 2025, outlining their company background, operational capabilities, and specific experience in supporting food service operations in Okinawa.
The contract opportunity does not have a specific set-aside designation and is open to all qualified vendors. The estimated contract value is approximately $160 million over the five-year period, with significant operational expectations including skip-day delivery capabilities and surge capacity to increase order volume by 200-300% within 45 days. Vendors must also demonstrate commercial airlift capability and the ability to manage complex logistical challenges in an OCONUS environment. The contract will require comprehensive food distribution services, with a focus on meeting the diverse nutritional needs of military personnel and federal employees across multiple installations. No compensation will be provided for responses to this RFI, which serves primarily as a market research tool to inform the eventual full solicitation for the Okinawa food support contract.
