About this opportunity

The Naval Air Systems Command intends to award an indefinite-delivery, indefinite-quantity contract to provide contracted air services for a variety of airborne threat simulations to support electronic warfare and electronic attack training. Services will include threat emulation for air intercept control training, test and evaluation of new platforms and systems, and participation in exercises including target towing. Interested parties must have experience modifying aircraft with electronic warfare capabilities. Capability statements were due April 27, 2018 with evaluations based on experience and ability to meet requirements. An industry day was held April 16, 2018 to review the draft performance work statement.

There is no set-aside designated. The anticipated NAICS code is 481219 and PSC code is V121. The period of performance is a single five-year ordering period with award planned for the third quarter of fiscal year 2019. Services will be performed at multiple U.S. and foreign locations. The contract value will depend on proposed pricing but historical data shows approximately 85% of missions involve electronic warfare and signals operations.

This is a notification to industry that Naval Air Systems Command (NAVAIR), Specialized and Proven Aircraft Program (PMA-226), Contract Air Services (CAS), MCAS Cherry Point, NC 28533 will be conducting one-on-one meetings to discuss requirement interest and capabilities for the High Endurance Electronic Warfare Jet Capabilities (HEEWJ CAP) requirement. One-on-one discussions will be conducted at PMA-226 through 20 November 2018.

To schedule a one-on-one discussion, attendees will need to submit a request and provide the company name and requested meeting date via email to Charles Fields at charles.r.fields2@navy.mil and Wendy McGrath at wendy.mcgrath@navy.mil. The Government requires this request for one-on-one discussions no later than 25 October 2018, 3:00pm EST. Please start the subject of the email with "HEEWJ One-On-One Discussions".

This support is to be provided in a variety of venues, from basic "schoolhouse" Air Intercept Control (AIC) training; Test and Evaluation (T & E) of new platforms and systems; to large multinational exercises or small, single unit training exercises, including target/banner tow missions.
