This document contains questions and answers regarding a forthcoming solicitation for contracted air services. The Naval Air Systems Command intends to procure aircraft and aircrew to conduct electronic warfare and electronic attack training for shipboard and aircraft squadrons. Services will include training, testing and evaluation support for exercises and events. The anticipated contract value will depend on proposed pricing. Funding comes partially from a known program element as well as other customer funds. The government currently plans a single award contract but the small business set-aside percentage is still under review. A pre-solicitation conference is scheduled for early fiscal year 2019 in advance of releasing the final RFP that same quarter. The period of performance would commence after award in late fiscal year 2019, though the start date may be negotiable for aircraft requiring modifications. All contract line items are expected to be firm fixed price.

1 What is the anticipated contract value? The contract value will be determined by the offeror's overall price proposal to the PBWS requirements.

2 Is there a unique Program Element (PE) in the USN budget for this effort?

Can you identify?

HEEWJ is partially budgeted under a known Program Element, the remaining funds are categorized as Other Customer Funding (OCF). OCF includes the Fleet Flight Hour Program and T&E customer funds.

3 Does the government plan on a Single Contract Award? The Government currently intends is to have a Single Award.

4 Has the government determined if there will be a Small Business Set

Aside? If so, what percentage?

The Government is completing Market Research and does not have a final determination on a set aside at this time.

5 The draft RFP is expected to be released in the second quarter of FY18.

What is the expected release date of the “final” RFP?

The Government anticipates the final RFP will be released 1st Quarter FY19

6 Should we expect a second Industry Day? The Government has a Pre-solicitation conference tentatively scheduled for

1st Quarter FY19

7 The Government expects to make an award on or about the third quarter of

FY19. How long after contract award will operations commence? Is this timeframe negotiable since aircraft modifications/airworthiness certifications can be time consuming?

The Government is completing Market Research to determine a timeframe for capability standup if required.

8 Can you elaborate on the genesis of what drove the operational requirement to substantially increase (by approximately 5000 + hours per year) Fleet EA training?

The Government anticipates Fleet EA training and T&E requirements to be between 3,600 - 4,300 hours per year. This does not include Banner Tow missions or Stand-Off Jamming missions.

9 PWS, Para 4.0: states “Contractor shall provide training to teach personnel to counter potential enemy EW and EA operations in today’s EC environment …”. Can you elaborate on the scope of the training the contractor would provide the customer? Would there be a CLIN that is associated with this training?

The Government intends to further clarify training requirements in the next

Draft Performance Based Work Statement release. Industry will be expected to provide their own subject matter experts in order to execute the contract.

10 Regarding total aircraft required, PWS, Para 4.1.9 indicates 5 (+2

RDT&E) for the East Coast and 5 for the West Coast. Para 4.9.1 seems to indicate additional aircraft are required for the simultaneous presentation scenario. Can you clarify?

The Government intends to further clarify requirements for simultaneous presentations in the next Draft Performance Based Work Statement release.

11 To develop a plan for aircraft integration of all the GFE, can the government provide technical details including system weight, power requirements, cooling requirements, transmitter power, and operational descriptions

(GFI) for:

12 What are the height, weight, power and cooling requirements (GFI) for the

13 Will the government provide details, drawings and specifications (GFI) for all targets to be towed to ensure aerodynamic and airworthiness compatibility?

The Government intends to provide releasable GFI with the next Draft

14 Are there 2 or 3 mission profiles The Government intends to clarify required capabilities in the next Draft

15 What is the max airspeed requirement The Government intends to clarify required airspeed in the next Draft

16 Are we going to limit the number of aircraft types? The Government anticipates that each offeror will propose a solution to meet the requirements outlined in the Performance Based Work Statement.

17 Will the government stipulate a guaranteed minimum # of flight hours per month.

The guaranteed minimum will be addressed within NAVAIR Clause

5252.216-9506 (as referenced: Par. (b) of FAR 52.216-22 "Indefinite

Quantity") per the RFP, and the Ordering Limitations will be addressed within FAR Clause 52.216.19.

18 Do you want the same aircraft for both profiles? The Government anticipates that each offeror will propose a solution to meet the requirements outlined in the Performance Based Work Statement.

19 Request clarification if all the aircraft must meet all the requirements of appendix D, or is this only for SOJ aircraft?

The Government anticipates that each offeror will propose a solution to meet the mission requirements outlined in the Performance Based Work

Statement.

20 Does the Travel CLIN have to be Fixed Price The Government intends to award the contract with all Firm Fixed Priced

CLINs.
