Sources Sought Questions 1

1. In regards to the requirement below, is there an incumbent contract associated to the requirement? If yes, can you kindly provide the incumbent contractor and incumbent contract number? Any information that you may provide will be greatly appreciated.

Answer: This is a new requirement.

2. Would this industry day be something beneficial for me to attend? If so, how do I register?

Answer: That is a business decision and the Government cannot provide guidance. Information covering registration is covered in the Sources Sought attachment on FBO.

3. Section 5.1 Mission Planning: The flight hours represented in the box for each mission are said to be the "historical" yearly numbers. Reading the numbers it looks like about 84% of the East Coast flight hours were dedicated to tow missions and 86% of the West Coast hours were dedicated to tow missions. The title of the PWS is "High Endurance Electronic Warfare Jet Capabilities (HEEWS CAP). In Section 2.0 (Scope) the PWS indicates that EA is the primary purpose of the contract. I am confused, is this primarily an EA contract or a tow contract?

Answer: The data provided in para 5.1 is incorrect and and will be corrected in the RFP. The attached data provides an average, of minutes, over the past three years. To your point, we have documented an average of 5% of Banner/Tow missions, 10% Ferry flights, and 85% EW/SOJ missions. Additionally, the historical mission data provided is reflective of the technical capabilities available at the time of contract award. The HEEWJ CAP contract is primarily an EW focused contract to address capability training gaps with new and emerging threat technologies.
