Attachment 1 Industry Day Questions For High Endurance EW Jet Capabilities

The Government requests your assistance in gathering information about the Performance work Statement (PWS) and its content regarding requirements and incorporation of various GFE & COTS equipment that will require aircraft modification. Your responses will be used in the information to develop an acquisition strategy as market research for the Government.

1. Discuss potential platform aircraft solutions, perceived COTS vs GFE requirements, and your corporate experience in accomplishing modifications and certifications of this type. Explain how your proposed solution addresses the following?

a. Obtaining Interim Flight Clearance (IFC) through the Navy’s process (and questions about the Navy’s process),

b. Modifying aircraft to provide fully operational aircraft in a timely manner (provide details and questions as required).

2. How should the government structure CLINs for payment of the following?

a. Fixed price CLIN for Travel. What is your recommendation on how to develop a fixed priced travel CLIN (includes per diem, flights, rental car, hotels, etc.)?

b. Fixed Price CLIN for GFE install/de-install, maintenance, etc. What is your recommendation on how to develop a fixed price CLIN for this category?

c. If utilized, what costs categories would you include in a monthly fixed cost CLIN, “readiness CLIN,” (breakout according to category)?

3. Aircraft Airworthiness Data - How soon could your company provide a government purpose technical data package to the Engineering team for Interim Flight Clearance (IFC) review and issuance? How could the Navy and your company accelerate this process?

4. How long (in years) of a contract would make this effort worthwhile? Rationale?

5. Explain the level of effort you think it will take to modify a sufficient number of aircraft to be fully operational and meet all the requirements in the PWS (breakout as controllable and non-controllable)?

6. What technical data would you require from the Government in order to expedite the modifications of your aircraft?

7. How would you test newly installed systems to ensure that they perform according to Fleet training requirements?

This information will only be used for Acquisition Strategy purposes and will not be used for proposal evaluations later. All information received will be protected and safeguarded as Company Proprietary (as labelled) information in accordance with FAR 3.104, Procurement Integrity.
