About this opportunity

The Defense Logistics Agency (DLA) Troop Support Subsistence Program is conducting a Request for Information (RFI) to gather market research regarding the supply of canned and bottled Pepsi products to Department of Defense military customers in Wyoming. This RFI is preparatory in nature and does not constitute a solicitation, commitment, or guarantee of future business; rather, it seeks vendor feedback to inform the development of a future indefinite quantity contract (IQC). Respondents must demonstrate capability to service all military customers in Wyoming, possess adequate manufacturing capacity, and maintain relevant federal government contracting experience and proper business registration. Key requirements include mandatory use of the Subsistence Total Order & Receipt Electronic System (STORES) for ordering, Electronic Data Interchange (EDI) transaction support, internet access, and compliance with monthly and yearly inspections from County, State, and Federal agencies including the FDA and U.S. Department of Health & Human Services. All delivered products must meet commercial freshness standards and appropriate temperature maintenance requirements. Responses to this market research survey are due by November 4, 2025, with vendor responses to be submitted to designated DLA contacts Peter Siner and Jennifer Delange via email.

This procurement carries no set-aside designations and involves no identified current contractors or incumbents. The estimated contract value is capped at $350,000 over a potential 60-month performance period, with a total estimated quantity of 1,263 cases distributed across ten line items of various Pepsi-branded beverages including Mountain Dew, Diet Pepsi, standard Pepsi, 7Up, Country Time, Hawaiian Punch, and Aquafina water products. The military customers served are limited to three specific Air Force installations in Cheyenne, Wyoming: ANG Cheyenne Wyoming, Chadwell Dining Facility at F.E. Warren AFB, and F.E. Warren AFB. Individual line item quantities range from 40 to 200 cases across the 30-month initial delivery period. No formal evaluation criteria have been specified in this RFI stage, as the government intends to use the market research responses solely to craft appropriate solicitation terms for the future competitive bidding process.

Request for Information (RFI) for Pepsi Cans and Bottles support for DLA Troop Support to military customers in the States of Wyoming (WY)

Dear Valued Suppliers:

This is a Request for Information (“RFI”).  DLA Troop Support’s (“Agency”) Subsistence Produce and Market Fresh Program is interested in comments and feedback regarding the Agency’s Pepsi Cans and Bottles items to the Department of Defense (“DoD” Troop). There is no solicitation available at this time.  The Government will not pay for any information received in response to this RFI, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government.  This RFI does not constitute a commitment from the Government and any information provided in response to this market survey will be used for informational purposes only and will not be released.  Any proprietary information submitted will be protected if appropriately marked.  Please note that by responding to the instant Agency request, a potential offeror is not promised any future business with the Government.  The sole purpose of this RFI is to conduct market research to assist the Agency in crafting appropriate solicitation in the future.

Background: The Agency intends to issue a solicitation and ultimately enter into an indefinite quantity contract(s) (“IQC”) with a commercial firm(s) to supply canned and bottled Pepsi products to military customers located in the State of Wyoming. Acceptance of supplies awarded under this solicitation will be limited to fresh product. All products delivered under this contract must conform to the following freshness requirements:

Commercial standards should be used to maintain temperatures appropriate for the items.

When proposing in response to a solicitation, failure to propose the specified quality requirement per item as identified above may render an offeror’s proposal technically unacceptable. This will consist of DoD Troop customers in the State of Wyoming. After soliciting, the Agency intends to make one award. Offerors are required to propose on all items in the Schedule of Items for Group 1.  Failure to do so may result in a proposal being deemed technically unacceptable and therefore excluded from further consideration for award. Because the Contracting Officer is not obligated to initiate negotiations, when proposing to the solicitation each offeror shall submit its most competitive proposal for Group 1.  Said proposal shall be responsive to all the Solicitation’s requirements and free from any deficiencies.

Proposed contract ordering period is April 18, 2026, to April 18, 2031. If interested, we strongly encourage you to respond using the attached questionnaire. We appreciate and thank you in advance for any feedback. Your responses regarding this solicitation are requested back by 8:00 p.m. Eastern Standard Time on November 4, 2025.  Please respond via e-mail to the following address: Peter Siner at Peter.Siner@dla.mil and Jennifer Delange at Jennifer.Delange@dla.mil.
