About this opportunity
The Defense Logistics Agency Troop Support Subsistence is conducting market research through a Request for Information (RFI) for comprehensive fresh fruits and vegetables supply services to support both Department of Defense military personnel and Non-DoD USDA schools located throughout Connecticut, Massachusetts, and Rhode Island. This pre-solicitation notice seeks vendor feedback and capabilities assessment for full-line produce support, requiring potential contractors to demonstrate proficiency with electronic ordering systems including STORES for DoD customers and FFAVORS for schools, maintain electronic catalogs, support Electronic Data Interchange transactions, and provide alternative ordering methods when electronic systems are unavailable. Respondents must complete a comprehensive market research questionnaire addressing their capacity to service all customers, minimum delivery requirements, business size, government contracting experience, and technological readiness. The government emphasizes this is purely informational with no commitment to purchase and no compensation for responses. All completed questionnaires must be submitted by 12:00 PM Eastern Time on October 22, 2025, to designated DLA contacts Ryan Flaherty and James Barr.
This procurement opportunity carries no set-aside designation and does not identify any incumbent contractors or current service providers. The contract structure encompasses a significant financial scope with a 24-month base tier value of $51,689,820.04 and a potential 5-year total contract value reaching $129,224,550.10. The delivery requirements include over 200 specific locations across the three-state region, with standardized delivery parameters of once per week between 6:30 AM and 2:30 PM to various school districts, military installations, Coast Guard stations, and naval facilities. Quantity projections indicate Non-DoD schools require approximately 1,522,916 cases valued at $49,347,990.86 over 24 months, while DoD troops need an estimated 90,812 cases valued at $2,341,829.18 for the same period. The extensive delivery network includes major school systems such as Boston Public Schools, Cambridge Public Schools, and Worcester Public Schools, alongside military facilities like Naval Submarine Base New London and Camp Edwards.
