About this file
This document is a Market Research questionnaire issued by the Defense Logistics Agency (DLA) Troop Support for a Full Line Fresh Fruit and Vegetables (FF&V) contract in the New England Zone, covering Connecticut, Massachusetts, and Rhode Island. The solicitation seeks to support both Department of Defense (DoD) troops and Non-DoD schools, with a 24-month base tier value of $51,689,820.04 and a 5-year contract value of $129,224,550.10. Potential vendors are asked to complete a comprehensive questionnaire addressing their capability to service all customers, minimum delivery requirements, business size, government contracting experience, and ability to use electronic ordering systems STORES (for DoD customers) and FFAVORS (for schools).
Key requirements include maintaining electronic catalogs, supporting Electronic Data Interchange (EDI) transactions, having internet access, and providing alternative ordering methods if electronic systems fail. The market research aims to identify vendors' capabilities to deliver FF&V to military installations and schools across the specified geographic zone. Respondents must submit their completed questionnaires by 12:00 PM Eastern Time on October 22, 2025, to Ryan Flaherty and James Barr at DLA. The solicitation is structured to understand vendor capacity, technology readiness, and willingness to serve both DoD troops and school customers in the New England region.
