About this opportunity

The Defense Logistics Agency Troop Support Subsistence is conducting a Request for Information regarding fresh fruits and vegetables support for Department of Defense military personnel and non-DoD United States Department of Agriculture schools across Connecticut, Massachusetts, and Rhode Island. This is a market research initiative designed to gather vendor feedback and capabilities information to inform the development of a future solicitation; no solicitation is currently available and the government will not compensate respondents for information submitted. Potential vendors must demonstrate the capability to service designated customer groups across the three states, maintain compatibility with electronic ordering systems (STORES for DoD customers and FFAVORS Web for USDA school customers), and fulfill once-weekly delivery requirements between 6:30 AM and 2:30 PM. The market research questionnaire, available through the government-provided attachments, requests detailed information about vendor qualifications, current distribution capabilities, federal contracting experience, and system registrations. The due date for responses to this RFI was January 27, 2026, with the anticipated posting of the full solicitation expected in mid-February or early March 2026.

This pre-solicitation notice carries no set-aside designation and does not commit the government to award any contract to responding vendors, nor does responding guarantee future business opportunities. The estimated 24-month base contract value across all six customer groups (Connecticut Schools, Connecticut Troops, Massachusetts Schools, Massachusetts Troops, Rhode Island Schools, and Rhode Island Troops) is approximately $50.7 million, with a 5-year total contract value estimated at $129.2 million and a maximum potential value of $387.7 million under a 300% escalation clause. Procurement volumes are substantial, ranging from approximately 9,976 cases over 24 months for Massachusetts Troops to 952,804 cases for Massachusetts Schools, encompassing a full line of fresh fruits and vegetables including apples, berries, vegetables, and salad mixes. The delivery schedule identifies over 800 individual delivery points across schools and military installations, including Naval Submarine Base New London, Coast Guard bases, and various Air National Guard facilities throughout the three-state region. Vendors indicating interest in this opportunity should prepare to address their capacity to manage these significant delivery volumes and customer base complexity in anticipation of the formal solicitation release.
