About this opportunity
The Federal Emergency Management Agency's Logistics Management Directorate is conducting market research through a Request for Information to identify contractors for on-site generator maintenance and testing at four Continental United States locations, with responses due November 5, 2026 at 11:00 a.m. Eastern Time. The notice's set-aside is Total Small Business. Place of performance is DC Atlanta, Georgia; DC Fort Worth, Texas; DC Greencastle, Pennsylvania; and DC Tracy, California. FEMA anticipates a single national award to one contractor covering all four locations, and regional teaming with qualified subcontractors is permitted. The anticipated period of performance start date is June 30, 2027, and the acquisition strategy will be determined from market research results.
The Q&A document cites approximately 780 generators and 267 Western Global Transcube external fuel tanks, with scope including quarterly run-ups every 90 days, annual service with load bank testing, corrective maintenance, and fuel tank inspection and cleaning. A separate October 2026 inventory summary lists 400+ generator units and 200+ fuel tank entries, which conflicts with the Q&A figures. Updated inventory data, including hour meter readings and last PM dates, will be provided upon solicitation release.
Minimum qualifications include a State Electrical Contractors License from any U.S. state. Technicians must hold Tier 4 engine platform training from OEM providers (Caterpillar, MQ Power, Cummins, Onan, or Generac), advanced paralleling certifications, active manufacturer-validated certifications, and proficiency with proprietary OEM diagnostic software. The contractor must furnish all tools, testing instruments, diagnostic hardware and software, vehicles, and support equipment, as no government-furnished equipment will be routinely available. Personnel access requires an Approved Authorized Visitor Access List submission and REAL ID-compliant identification, and a minimum of two OSHA-certified forklift operators must be on staff.
Responses go electronically to Contracting Officer Oneko Dunbar and Contract Specialist Marcia Irizarry-Snyder. Submissions are limited to ten pages, excluding a cover page and a capability statement of up to two pages, in 11-point minimum font and Word or Adobe Acrobat format. The cover page must include the UEI number and business size status under NAICS 811310. Question submissions were due October 21, 2026. The NAICS code is 811310, and the PSC is J061.
